The UK supports UN-led efforts to reach a just, lasting, and mutually acceptable political solution, based on compromise, which will provide for the self-determination of the people of Western Sahara. We support the work of Staffan de Mistura, Personal Envoy of the UN Secretary-General. The UK welcomes the recent efforts of all concerned to engage with the Envoy and to facilitate his recent visit to Western Sahara. We will continue to encourage constructive engagement with the political process. Lord (Tariq) Ahmad of Wimbledon discussed the importance of moving the process forward towards resolution with Morocco's Foreign Minister on 9 May.
That this House notes that 24 February is the Estonian National Day, marking 104 years since the signing of the Estonian declaration of independence in 1918, and the foundation of the Republic of Estonia; further notes that the Estonian people had been subjects variously of Swedish, Russian and German Empires and that in 1917 after years of brutal conflict in Europe, Estonians formed a Provisional National Council, the Maapäev, to reform and modernise institutions and governance that had previously been the preserve of the Russian Imperial elite; notes that as the Bolshevik government sought to overturn these steps towards self-determination and the German army threatened to invade, the Maapäev held elections at the start of February 1918 which underlined its legitimacy before the declaration of independence on 24 February; and further notes that following this demonstration of Estonian self-determination it was required to bravely fight both German and Soviet forces until the signing of the Tartu Peace Treaty in February 1920; and recalls the words in the preamble to the Estonian Declaration of Independence on 24 February, which state that never in the course of centuries have the Estonian people lost their ardent desire for independence and that from generation to generation Estonians have kept alive the secret hope that in spite of enslavement and oppression by other nations the time will come in Estonia when it is said that all splinters, at both ends, will burst forth into flames and when Kalev will come home to bring his children happiness.

The UK Government have repeatedly asserted our long-held position that we respect the territorial integrity of Indonesia, including the provinces of Papua and West Papua. The UK Government categorically do not support the activities or views of Papuan separatist activists. The presence of some individuals in the UK, including Benny Wenda, in no way means that we support their position. We engage with a diverse range of cultural and political figures in the Papua region, and our ambassador made a visit to Papua in November, when he met environment, education and human rights experts, as well as the Governor of West Papua.

To ask Her Majesty's Government what plans they have to give access to documents held on Commonwealth nations and their independence movements to Commonwealth scholars unable to visit the National Archives without access to funding to meet current charges for copying and postage.
As a government department, The National Archives is obliged to charge for some of its public services, including research and record copying. These charges, agreed with HM Treasury, are set out in the Fees Regulations issued under the Public Records Act (1958) and are based on recovering the costs of providing these services. Digitised records on The National Archives’ website are always free to search but a charge of £3.50 per download generally applies to view the full transcription or download digital copies.

In the Scottish Independence Referendum held on the 18th September 2014, the proposition ‘Should Scotland be an independent country?’ was rejected by a margin of 10.6 percentage points. The turnout at the referendum was 84.6% including rejected papers (84.5% based on valid votes). This is the highest turnout at a nationwide referendum or parliamentary election in Scotland since the franchise was extended to women in 1918.

To ask the Secretary of State for Foreign and Commonwealth Affairs how many Kenyans have initiated legal proceedings against the Government in connection with alleged abuses committed during the Kenya Emergency.
The Government reached an out-of-court settlement agreement with 5,228 Kenyans involved in the Mau Mau uprising in Kenya. They were represented by Leigh Day, and supported by the Kenyan Human Rights Commission and the Mau Mau War Veterans Association. In that case, five claimants initiated proceedings against the Government, although two of these did not proceed. The remaining 5,225 did not issue a claim and their claims were dealt with outside of court. A further set of proceedings have been issued in respect of 20 claimants represented by Tandem Law. An application has been made to the High Court to make these claims the subject of a Group Litigation Order.
