Alun Michael: The actual intervention prices for skimmed milk powder, wheat and beef since 1992 are shown as follows. The rates in
pound sterling are dependent on the exchange rate in force on the date of the operative event pertaining to individual purchases.

No provision has ever been made to support butterfat powder by intervention. With the exception of the 2005 and 2006 rate for
skimmed milk powder, the RPA does not currently hold any information on the proposed rates for skimmed milk powder, wheat and beef
for the 2005, 2006, 2007, and 2008 years.

Alun Michael: Details of the quantities of products purchased into, and sold out of, intervention in the UK between 1 October
1995 and 30 September 2004 are set out in the following tables.
The Rural Payments Agency does not have sufficient information readily available: on quantities purchased or sold prior to
1 October 1995; to distinguish between the quantities of goods produced in the UK and the EU; or to distinguish between EU
and non EU sales.
No provision has ever been made to support butterfat powder under the intervention arrangements.

Alun Michael: Details of expenditure from EU funds on intervention purchases for each year since 1992 are shown in table I.
The RPA does not hold details of expenditure on export refunds during 1992 following the introduction of a redeveloped computer
system in 1993. Details of expenditure on export refunds since 1993, for each agricultural product sector, are shown at table II.

Mr. Robertson: To ask the Minister of Agriculture, Fisheries and Food if he will make a statement on the EU intervention level for
milk. [126958]
Ms Quin: There is no intervention price for milk under the CAP milk regime. The market is supported by means of intervention prices
for butter and skimmed milk powder. The intervention price for butter is 3,282 euros per tonne and 2,055.2 for skimmed milk powder.
The intervention prices expressed in sterling can vary on a daily basis since they are converted into national currency using the
daily sterling/euro market rate of exchange.

That this House, recognising that the change from ecu to euro in setting agricultural support intervention and market prices has been deeply damaging to the financial returns of UK agriculture and of farmers generally, because the ecu would have reduced disparities in exchange rates where the euro now heightens them when the pound is overvalued and the euro in decline, a process further compounded because the change to euros was coupled with the reduction of compensation arrangements; and therefore urges Her Majesty's Government to insist on a special compensation scheme for British agriculture, financed by the EU which has caused the problem, so as to offset the consequences for British agriculture of the fall in the value of the euro and the excessive valuation of sterling.

Ms Quin: The Intervention Milk Price Equivalent (IMPE) is a derived value for the price of the milk which goes into the manufacture
of intervention products in the dairy sector. It has no formal basis either in the CAP regime or in UK law and is used only as a
commercial negotiating mechanism between milk sellers and purchasers. The Government make no calculation, therefore, of its value.
For each 1 per cent. decline in the euro against sterling, EU milk support prices in the UK also fall by 1 per cent.
