No such assessment has been made. The Government is up-rating benefits in line with inflation. The Secretary of State undertakes an annual review of benefits and pensions with reference to the Consumer Prices Index (CPI). All benefit up-rating since April 1987 has been based on the increase in the relevant price inflation index in the 12 months to the previous September. The relevant benefits are increasing by 3.1% from April.

At 5^th February 2020 there are 20 outstanding appeals, relating to the company Home Energy & Lifestyle Management Ltd (HELMS) from households in the Kilmarnock and Loudoun constituency. The table below provides details of the age of the outstanding appeals in the constituency.

As of 5^th February 2020, a total of 61 Intention Notices have been issued in respect of complaints about mis-selling of the Green Deal by HELMS.

Automatic enrolment has achieved a quiet revolution through getting employees into the habit of pension saving, and reversing the decline in workplace pension participation in the decade prior to these reforms. Since automatic enrolment started in 2012 participation rates have been transformed with 87% of eligible employees saving into a workplace pension in 2018, up from 55% in 2012.

The Department does not hold data for individual constituencies in relation to opt outs or the number of individuals who have saved above the automatic enrolment minimum contribution level. However, we do know that overall around 9% of automatically enrolled workers have chosen to opt out which is significantly below original estimates; and our latest evaluation report shows that, in April 2017, approximately 5.9 million eligible employees were already meeting the April 2019 minimum contribution rates[1].

I am providing the following information about the impact of automatic enrolment in your constituency, as of August 2019.

In the Kilmarnock and Loudoun constituency, since 2012, approximately 6,000 eligible jobholders have been automatically enrolled and 1,290 employers have met their duties.

Since the answer given by my hon. Friend the Parliamentary Under Secretary of State on 1 May 2019 to Question 246545, there have been four Sanction Notices issued (final decisions) in respect of complaints about mis-selling of the Green Deal by HELMS but no further Intention Notices. We expect to issue a number of Intention Notices in response to such appeals shortly.

The final decisions in Sanction Notices may be subject to appeal to the First tier Tribunal.

HM Treasury sets the UK-wide tax rules for pensions, and does not set the rules for individual schemes. The Government keeps all aspects of the tax system under review through the annual Budget process.

Health is a devolved matter for the Scottish Government. The Scottish Public Pensions Agency are responsible for the administration of the pensions for employees of the National Health Service schemes in Scotland. HM Treasury therefore does not hold relevant data about NHS employees in the Kilmarnock and Loudoun constituency.

Since the start of the Green Deal in 2013, 146 homes in Kilmarnock and Loudoun received photovoltaics through Green Deal Plans provided by Home Energy Lifestyle Management Systems.

Where an individual suffers from a progressive disease and is expected to live for less than six months, they are considered to be terminally ill and are placed immediately into the support group of employment and support allowance (ESA). On declaring this, they are dealt with under fast-track rules which mean their claim must be processed as soon as possible and they are exempt from a face-to-face assessment.

ESA claimants in the support group are not subject to any work-related requirements, but can access employment and health-related support on a voluntary basis.

As Director General for the Office for National Statistics (ONS), I have been asked to reply to your Parliamentary Question asking, what proportion of people were employed in (a) public sector, (b) private sector and (c) third sector organisations in Kilmarnock and Loudoun constituency in each of the last five years for which figures are available. Public and private sector employment statistics for local areas can be calculated from the Annual Population Survey (APS). Individuals in the APS are classified to the public or private sector according to their responses to the survey.

Estimates on people employed in the third sector are currently not available from the APS. Individuals employed in voluntary organisations, charities and trusts are generally included in private sector estimates.

The table shows the number and percentage of people who were employed in the public or private sector in Kilmarnock and Loudoun parliamentary constituency, according to APS interviews held during the period October 2011 to September 2012, the latest period available, and the 12 month periods ending in December from 2007 to 2011.

As with any sample survey, estimates from the APS are subject to a margin of uncertainty. A guide to the quality of the estimates is given in the table.

The Future Jobs Fund lasted between October 2009 and March 2011. Overall there were 450 starts to Future Jobs Fund vacancies in the Kilmarnock and Loudoun constituency: 40 starts in 2009, 310 starts in 2010 and 100 starts in 2011. Note that since placements usually lasted for six months, people who started in one year (e.g. 2009) might still be receiving assistance in the next year (e.g. 2010), so the number of starts in 2010 and 2011 will be different to the number of people receiving assistance in 2010 and 2011.
