To ask the Secretary of State for Environment, Food and Rural Affairs, what plans she has to replace EU LIFE funding for projects such as the Little Tern Recovery Project at Pagham Harbour after the UK leaves the EU.
Projects funded under the L’Instrument Financier pour l’Environnement (LIFE) programme have played an important role in helping to implement environment policy in the UK. The Government’s 25 Year Environment Plan makes clear that public funding will continue to play an important role in protecting and enhancing our natural environment. Securing a negotiated exit from the EU would ensure that UK organisations could continue to access LIFE funding until the end of 2020. The UK Government has guaranteed to underwrite the funding for agreed LIFE projects led by UK organisations in the event of the funding from the EU stopping in a ‘no deal’ exit. Once the terms of the UK’s exit from the EU are clear, we will decide as part of the next multi-year Spending Review, whether the UK will seek to associate with the LIFE programme as a third country or whether domestic arrangements should be established.

Projects funded under the LIFE programme have played an important role in helping to implement environment policy. The 25 Year Environment Plan makes clear that public funding will continue to play an important role in protecting and enhancing our natural environment.
Once the terms of the UK’s exit from the EU are clear, we will decide as part of the next multi-annual Spending Review, whether the UK will seek to associate with the LIFE programme as a third country or whether domestic arrangements should be established.
The recent Call for Evidence on biodiversity and conservation funding in the Overseas Territories, a summary of responses to which will be published shortly, will also help inform decisions on the future of biodiversity and conservation funding in the overseas territories.

In the event of the UK leaving the EU without a deal, the Government has guaranteed the EU LIFE Programme funding due to UK organisations, in line with the technical notice published on this issue. We have well developed contingency plans to implement this guarantee, if required. The Overseas Territories can currently access the EU LIFE programme according to the LIFE regulation 2014-2020 so no such assessment has been made.

The Joint Report from the negotiators of the EU and the UK Government published on 8 December 2017 stated that UK entities’ right to participate in EU Multi-Annual Financial Framework (MFF) programmes 2014-2020 will be unaffected by the UK’s withdrawal from the EU. The UK Government has committed to underwrite the funding awarded to UK LIFE projects even where they continue beyond the UK’s departure from the EU.
We are considering options beyond 2020. The Government’s recently published 25 Year Environment Plan sets out our plans to protect and enhance the environment, including after our departure from the EU. Public funding will continue to play an important role in this.
