The Government is consulting on proposals to tackle lower value tax debts in a way that is fair, proportionate and effective. The proposals are intended to address a small minority of taxpayers who can afford to pay what they owe but repeatedly choose not to do so and fail to engage with HMRC despite numerous attempts to make contact.
The consultation seeks views on the design, scope and safeguards that should apply to any future measure. This includes protections for taxpayers who may be experiencing temporary financial difficulty or who may have extra support needs, where views are sought on how best to identify such needs where they have not been communicated to HMRC.
As the consultation remains open, no final decisions have been taken on the design of the proposed measure. Therefore, the Government has not made final assessments relating to the matters raised. A full impact assessment will be published if, and when, legislation is brought forward.

To ask His Majesty's Government what assessment they have made of the impact of AI on the capacity of corporate in-house legal teams to deliver legal services.
The Government has not made a formal assessment of the impact of artificial intelligence on the capacity of corporate in-house legal teams to deliver legal services. However, we recognise the potential for AI-enabled tools to improve access to legal information and support, including by helping individuals better understand legal processes and prepare documents.
The Ministry of Justice supports responsible innovation through LawtechUK and in February we announced a further £4.5 million funding for the next 3 years. More recently, the Government also announced the Advisory AI Growth Lab for legal services. These initiatives are designed to help legal technology develop in a way that supports affordable, accessible and high-quality services.
The Government also continues to back the safe and responsible adoption of AI across the legal services sector by working closely with regulators to support innovation while upholding robust professional and consumer protections and encouraging them to update their guidance accordingly where necessary.

To ask the Secretary of State for the Home Department, whether she plans to reinstate and expand funding for organisations to provide legal support to vulnerable individuals seeking to prove EUSS status.
The volume of EUSS applications has reduced over time and is forecast to continue to fall. The number of applications directly supported by Grant Funded Organisations (GFOs) decreased and, in line with this, in recent years the Home Office reduced both the amount of grant funding available and the overall number of GFOs.
This culminated in the decision to not continue with grant funding arrangements following the end of the 2025/2026 financial year.
UKVI support arrangements remain in place for vulnerable EUSS customers. Customers can continue to access support through the Resolution Centre. This remains a key part of the EUSS support model; providing a route for case enquiries and support where customers need help with their application or status.
The UKVI EUSS Vulnerability Team also continue to provide support when cases are notified to them.
There are no plans to re-instate and expand funding.

To ask the Secretary of State for Health and Social Care, whether NHS England received legal advice in 2024 that aspects of the Federated Data Platform lacked a legal basis.
To ask the Secretary of State for Health and Social Care, whether NHS England received legal advice in 2024 that aspects of the Federated Data Platform lacked a legal basis.
The NHS Federated Data Platform (NHS FDP) safely connects information from different systems across the National Health Service into a single, secure environment. This allows staff to co-ordinate care better to improve outcomes for patients.
The NHS FDP is delivering for the NHS, helping people get the care they need quicker and more efficiently. Since March 2024, more than 100,000 additional patients have been supported to undergo procedures in theatres partly by increasing theatre utilisation. Nearly 94,000 people have been supported on their cancer journey, with 7% seeing a reduction in the time it took to diagnose their cancer. There has been a 14% decrease in delays discharging patients staying in hospital for more than seven days, freeing up beds for those who need them most. NHS England publishes quarterly information on benefits realised from the FDP, which is available at the following link:
As of the end of May 2026, 170 trusts have signed up for the NHS FDP, including the Mid Yorkshire Teaching NHS Trust.
NHS England routinely seeks and receives legal advice in relation to the NHS FDP as part of its governance and assurance processes.
At no point has NHS England’s legal advice been that the NHS FDP lacks a legal basis. The programme is underpinned by NHS England’s statutory functions and operates within the framework of United Kingdom data protection law and the common law duty of confidentiality.
As with any complex national data programme, legal advice has informed the development and refinement of specific aspects of the NHS FDP to ensure that appropriate legal bases and safeguards are in place for different data processing activities. These are reflected in the programme’s Data Protection Impact Assessments and information governance framework.

Cabinet Office officials are also working with the ISC to identify the best operating model for the future.

The Law Officers’ Convention applies to advice which may or may not have been given by, or requested of, the Law Officers. It can be found at paragraph 21.27 of Erskine May:
“By long-standing convention, observed by successive Governments, the fact of, and substance of advice from, the law officers of the Crown is not disclosed outside government. This convention is referred to in paragraph [5.14] of the Ministerial Code [updated on 6 November 2024]. The purpose of this convention is to enable the Government to obtain frank and full legal advice in confidence.”
Indicating whether or not the Law Officers have recused themselves from a particular matter would itself breach the Law Officers’ Convention.
