The Government has a long-standing commitment to publish a review of the Zero Emission Vehicle (ZEV) Mandate to ensure we are taking a pragmatic and balanced approach to the ZEV transition that works for industry. We intend to conclude the review in the next six months. This will include a public consultation, which will set out the relevant analysis undertaken as part of the review process.

The Government recognises the importance of regulatory clarity and stable market conditions in supporting investment across the automotive, charging and related sectors as the UK continues to transition to zero emission vehicles (ZEVs). The Government is committed to phasing out new cars relying solely on internal combustion engines by 2030 and to all new car and van sales being zero emission by 2035, milestones that provide industry with crucial investment certainty.
The Government has a long-standing commitment to publish a review of the ZEV Mandate to ensure we are taking a pragmatic and balanced approach to the ZEV transition that drives investment. We intend to conclude the review, which will include a public consultation, in the next six months. We will welcome views from across industry and the public during this process.

This steel trade measure has been carefully designed to take account of UK industry needs, and to ensure continued supply of necessary imports to meet these aims.
An Explanatory Memorandum accompanying the relevant legislation was published on 30 June, setting out the expected impacts of this measure on different types of businesses.
We have engaged with steel producers and downstream industries and will continue to do so as the measure is implemented. We will continue to monitor the measure and review it after 12 months.

The Ministry of Defence continues to identify and exploit defence and industrial collaboration opportunities with Ukraine. Under our 100-Year Partnership, we are establishing stronger and closer defence cooperation both on a governmental and industrial basis.
Through Programme LYRA, launched by the Prime Minister and President Zelenskyy in June 2025, we have facilitated co-production arrangements, including the development of new, shared, intellectual property and cutting-edge capability. The recent update to Ukraine's export control regime, earlier this month is welcomed.
Under our 100-Year Partnership we will build an enduring alliance between our two countries and deliver maximum benefit for both the UK and Ukraine's long-term security and prosperity.

My Lords, I will just say to the noble Lord that it was a pretty good try. First, there has been no change to India’s category 4 quota compared to the provisional quota published in April 2026. We did not negotiate quotas with any countries apart from our agreed outcome...
