The quality of service obligations contained in the Midland Mainline Franchise Agreement remain in force until the end of the current franchise and are closely monitored. Additionally, the Franchise Agreement contains provisions that come into force during the last 12 months of a franchise which ensure the franchisee continues to provide good service and maintain franchise standards and value for the government and the incoming franchisee.

Our current expectation is that consultation on the new East Midlands franchise draft specification will commence in summer 2006.

Whenever franchises change and are re-let, there is widespread consultation and the franchise process takes into account issues such as further expansion in the area. Again, it will be for the hon. Gentleman to make representations to ensure that those matters are covered when that happens.

The Burton-upon-Trent to Leicester route, including the third oldest rail line in England, runs through the heart of the national forest, crosses three counties, links two regions and serves Ashby-de-la-Zouch and Coalville in my constituency. Since Beeching killed off passenger services, our area has been transformed economically, socially and environmentally and there is huge support for the return of passenger rail services. Can the Minister indicate how a local community can proceed in the light of the fact that the county council's support has cooled dramatically since political control changed in 2001? Perhaps he could include me in the consultation on the successor franchise to which he has referred.

Friend the Member for North-West Leicestershire (David Taylor) in wanting to see passenger services extended in north-west Leicestershire, as we achieved for the service from Leicester to Loughborough. Is the Minister aware that the future of the Ivanhoe line, which is part of the package to which my hon. Friend referred, will be in danger if Leicester city council, which has also changed political control, decides to withdraw its £400,000 subsidy to that service? Is not that a retrograde step when we are trying to increase passenger use, particularly on local trains and local runs, to reduce congestion both in Loughborough and in Leicester?

The Midland Mainline franchise commenced in April 1996. In August 2000 the franchise was extended for two years and as part of that arrangement has neither received any public subsidy nor made any premia payments since January 2001. This position will continue until the end of the franchise. Before 2001, the schedule of annual franchise payments was as follows.

As the train operator, Midland Mainline monitors the passenger usage of its services and predicts future levels of demand. Current usage levels, as measured between 1 September 2005 and 6 October 2005, on peak services (defined as any train departing for London before 9 am and all trains leaving London between 4 pm and 7 pm) are 64 per cent. on southbound services and 61 per cent. on Northbound services.The current Midland Mainline franchise is due to end in April 2008.The closest estimate to the end of the franchise for peak usage figures is at September 2007 and the estimate is 71 per cent. for southbound services and 68 percent. for Northbound services.

Mr. McNulty: [holding answer 21 February 2005]: I understand that sixteen four-car Meridian trains have been successfully
introduced into service on Midland Mainline and will continue to operate throughout the life of the franchise. There are also seven
nine-car Meridians which are not yet in service. Discussions about them continue between the owning Rolling Stock Company and
Midland Mainline. Careful consideration will be given to any proposal for their possible future use.
