To ask the Secretary of State for Transport, what steps his Department plans to take to replace Pacer trains when Northern Rail is renationalised.
The ongoing rollout of new trains, which are enabling the retirement of Pacers, will continue.
Northern is introducing 101 new trains as part of a £500 million investment across its network. The programme of introduction started in the summer last year on a phased basis, with the remaining trains introduced by summer 2020.

The financial impact on public funds from the Northern rail franchise being taken into public ownership on 1st March 2020 has not yet been finalised. Financial impacts will include any additional subsidy necessary to deliver current rail services above the cost contracted in 2015.

The financial arrangements for the transfer of services have not been finalised. The Secretary of State intends to hold Arriva, the owning group of Arriva Rail North, to account for their contractual obligations and pursue the rights that arise from the termination of the contract.

I have to say to the hon. Lady that I share her outrage, and I understand what she says. We are developing contingency plans for a replacement for Northern Rail. We are also looking at the whole way that the franchising system operates, and she will have seen Keith Williams’s very valuable report on that.

To ask Her Majesty's Government what plans they have for passengers to be compensated for journeys made on Pacer trains which are still in service on the Northern franchise after the start of 2020.
To ask Her Majesty's Government what plans they have for passengers to be compensated for journeys made on Pacer trains which are still in service on the Northern franchise after the start of 2020.
The rail industry has no scheme whereby passengers are compensated on the basis of the quality of the rolling stock provided for each journey they undertake.

Arriva Rail North Limited operates under a franchise agreement which stipulates that the franchisee must use all reasonable endeavours to ensure its suppliers have the Living Wage Accreditation offered by the Living Wage Foundation. Northern has supplied us with the necessary evidence in December 2018 that Northern has maintained its accreditation.

Northern’s Franchise Agreement stipulates that Pacers and other older types of trains cannot be removed until they can be replaced by another train into passenger service. This is to protect the stability of the rail timetable. Unfortunately, manufacturing delays with the new fleet have meant a small number of pacers will remain in service into 2020.
We will work alongside Northern to progress all options to remove Pacers as soon as possible however our top priority is to ensure a stable service for passengers.
