My Right Honourable friend, the Secretary of State for Transport (Grant Shapps), has made the following Ministerial Statement.

Wherever you live, you deserve a railway that widens your children’s horizon, gives you access to highly skilled, highly paid jobs, and provides a viable green alternative to getting in your car.

On a point of order, Mr Deputy Speaker. The Transport Secretary has just today put out a written statement about the nationalisation of Northern Rail. This is a matter of huge interest to Members of Parliament. I wonder whether you and your office have had any notification of whether there...

For too long, millions of rail passengers in the north of England have not had that. They have...

I can confirm to my hon. Friend that we have indeed started a process that could result in either stripping Northern of its franchise or issuing it with a very different form of contract.

The Leader of the House was kind enough to recognise that, as the former Chair of the Backbench Business Committee, I wrote to him, but he will also have noted that a number of the main sponsors of the awaited debates are no longer with us. The debates with sponsors...

Yvonne Fovargue (Makerfield) (Lab):

Finally, it appears that some action is being taken against Northern Rail. Will the Prime Minister commit to stripping it of

its franchise and to devolving the power and money to the regions, so that local people have the power over their local transport and never have to suffer the appalling catalogue of delays, overcrowding, cancellations and disruptions that have gone on far too long?

I have to say to the hon. Lady that I share her outrage, and I understand what she says. We are developing contingency plans for a replacement for Northern Rail. We are also looking at the whole way that the franchising system operates, and she will have seen Keith Williams’s very valuable report on that.
