There are strict controls on Cabinet office employees travelling overseas with departmental IT. The Senior Responsible Officer (a Senior Civil Servant in Cabinet Office) is accountable for ensuring that all the potential implications of the individual being abroad have been considered. Cabinet Office employees are not permitted to claim for travel and subsistence expenses for personal travel or international remote working.
The Ministerial Code sets out principles relating to ministerial travel for official business. Section 10.1 of the Ministerial Code states that “Ministers must ensure that they always make efficient and cost‑effective travel arrangements. Official transport should not normally be used for travel arrangements arising from party or private business, except where this is justified on security grounds.” Section 10.4 states “When ministers travel on official business, their travel expenses should be borne by the departmental vote.”
Furthermore, section 8.13 of the Ministerial Code notes that “If a minister meets an external organisation or individual and finds themselves discussing official business without an official present (for example, at a social occasion or on holiday) any significant content should be passed back to the department as soon as possible after the event.”

The right to peaceful protest is a vital part of our democracy and it is a long-standing tradition that people are free to gather and express their views, provided they do so within the law. The Government remains committed to ensuring that public order legislation maintains a balance between upholding Articles 10 (freedom of expression) and 11 (freedom of assembly) of the European Convention on Human Rights with the need to protect the public from serious disruption or harm.
The Crime and Policing Act 2026 introduces targeted powers to support the police responding to evolving protest tactics. These include offences for climbing on memorials and concealing identity at designated protests. The Act also strengthens powers to impose conditions on intimidatory protests near places of worship and places a duty on senior officers to consider the cumulative impact of repeated protest activity when considering whether to impose conditions under sections 12 and 14 of the Public Order Act 1986.

In October 2025 the Home Secretary commissioned Lord Macdonald of River Glaven KC to undertake an independent review of public order and hate crime legislation. The review was asked to consider whether the current legal framework remains fit for purpose, whether it adequately protects communities from intimidation and hate and strikes the right balance between public protection, freedom of expression and the right to protest. Lord Macdonald submitted his report to the Home Secretary at the end of May which she is currently considering. It will be published shortly.

Kamil Idris's visit to the UK was not on the invitation of His Majesty's Government. The UK has been clear that it should be the people of Sudan who determine Sudan's future. We continue to engage with the Sudanese diaspora in the UK to discuss our response to the conflict, and pathways towards peace and a just, civilian led transition.

I refer the Noble Lord to the statement issued by the Prime Minister's Office on 31 March, which - for ease of access - is reproduced below:
The Prime Minister met the President of Syria, Ahmed al-Sharaa, in Downing Street this morning. The leaders agreed that this was an important moment for the UK-Syria relationship.
On the ongoing conflict in the Middle East, they both affirmed the importance of avoiding further escalation and restoring stability in the region. They discussed the need for a viable plan to reopen the Strait of Hormuz, in the face of the severe economic impact of prolonged closure, and agreed to work with others to restore freedom of navigation.
The Prime Minister welcomed the Syrian Government's action against Da'esh to date and the progress made on cooperation between the UK and Syria on counter-terrorism. He set out how he hoped to make further progress on the issue of migration, including closer work together on returns, on border security, and on tackling people smuggling networks.
They agreed that regeneration of infrastructure would be vital for Syria's economic transition, and discussed opportunities for British businesses across several sectors to play a role in this.
They agreed to keep in touch.
