The secondment to the Blavatnik School of Government at the University of Oxford forms part of the Civil Service's commitment to promoting the exchange of skills, knowledge and experience between government and external organisations. As is standard for secondments, Defra continues to pay the Second Permanent Secretary’s salary and Defra is being reimbursed by Oxford University for his role there.

There are no plans to publish individual pay business cases. A permanent secretary salary greater than £300,000 is approved in line with the senior pay control process set by HM Treasury. No. The government’s evidence to the Senior Salaries Review Body sets out that the pay range for the majority of permanent secretary roles is £155,000 to £220,000.

The Civil Service Compensation Scheme provides the terms for paid exits in the Civil Service. They apply to all civil servants, unless otherwise stated in their contracts of employment. This includes in circumstances where a fixed term agreement is brought to an end prior to the originally anticipated end date. There are currently five permanent secretary recruitment processes underway. One is open for applications through an external advert. Four are now closed but the appointment has not yet been made. Three were advertised externally and one was advertised internally across government.

The Cabinet Secretary is introducing a new accountability and performance framework for Permanent Secretaries, designed to focus on delivering the Prime Minister's priorities and holding people to account for doing so. As part of this, objectives for Permanent Secretaries, underpinned by clear KPIs and expectations, will be agreed with Secretaries of State and reviewed regularly throughout the year. All SCS performance outcomes will be subject to Cabinet Office consistency checking.
There are no proposed changes to the Permanent Secretary terms of employment. The Permanent Secretary model contract sets out that performance is subject to regular appraisal and review, and that assessment includes how policy of Ministers and the objectives of departments have been executed.
