Mrs Claire Curtis-Thomas: To ask the Secretary of State for Defence if he will make a statement on (a) the role and (b) the contribution made by the air training corps, sea cadet force on Merseyside (i) the individual cadets and (ii) the serving community. [118410] Dr. Moonie: The Air Training Corps' (ATC's) role as a national youth organisation is to encourage a practical interest in aviation and the RAF and also to develop the personal qualities of its members. The Sea Cadet Corps (SCC) is an independent charitable body that provides an opportunity for youths to learn seamanship skills and to develop their personal qualities also. Both organisations foster the spirit of adventure and develop qualities of leadership, encouraging a sense of community and good citizenship that is highly valued by both military and civilian employers. They also encourage membership of schemes such as the Duke of Edinburgh's Award, which provides practical, cultural and adventurous activities, including an emphasis on helping others in the local community. The ATC and the SCC support their local community through such contributions as Remembrance Sunday parades and providing guards of honour and marking bands for mayoral and civic events. A significant emphasis is also placed on raising money for charity, with local causes such as Claire House Children's Hospice receiving fund-raising through sponsorship. The cadets themselves carry out all these community activities. However, there are also occasional joint ventures with the serving military community, such as the support provided at the Southport Air Show and the recent 60th anniversary of the Battle of the Atlantic.

Mr. Sheerman: To ask the hon. Member for Roxburgh and Berwickshire, representing the House of Commons Commission, if all House of Commons catering and cleaning staff (a) are included in the House-wide annual performance appraisal process and (b) have personal development plans that are regularly reviewed and updated. [59682] Mr. Kirkwood: All the Departments of the House have achieved recognition as Investors in People; this process has involved ensuring that the appraisal systems are operating effectively, and that personal development is given due attention. Management and administrative staff of the Refreshment Department are included in the House-wide annual performance review process, and the department operates two separate appraisal schemes developed to meet the specific needs of its catering staff. All catering staff have personal development plans which are reviewed and updated regularly. In addition, the department last year became an approved centre with the Hospitality Awarding Body to register and certificate its own National Vocational Qualifications (NVQs). So far, three staff of the Department have been trained as NVQ Internal Verifiers and a further 12 staff are qualified NVQ Assessors. Last year over 50 staff of the Refreshment Department achieved nationally recognised trainer qualifications. All House cleaning staff are included in the House-wide annual performance appraisal process. They have annual personal objectives, which are agreed with line managers and are regularly reviewed. Their training and development needs are identified and updated through that process.

Mr. Alfred Morris: To ask the Secretary of State for Defence if he will make it his policy to maintain at its present annual value the provision under the armed forces individual resettlement refund scheme for service men and women to participate in a self development education scheme to prepare them for return to civilian life. [15107] Mr. Soames: The three services are keen for their personnel to participate in self-development education schemes. Two key measures by which service men and women are encouraged and assisted to obtain recognised skills and qualifications that will help them in their transition to civilian life are the individual refund scheme and the individual resettlement training costs grant. The IRS allows service personnel to claim a refund of a significant proportion of the fees for approved education--personal development courses each year throughout their service. IRS may also be used specifically for resettlement purposes within the last 30 months of service. The regulations under which the IRS may be claimed were broadened in 1996 to accommodate a wider range of educational and vocational awards such as national vocational qualifications. The IRTC scheme provides eligible personnel with a source of funding for resettlement purposes--for example training courses of up to four weeks--undertaken in the last nine months of an individual's service. IRS and IRTC may not be used together during the final year, unless IRS is used to help fund an examination fee for a recognised qualification in civilian life. We have no plans at present to revise the value of these grants but, as with all aspects of the defence budget, they are subject to review to ensure that they continue to serve their purpose in the most cost-effective manner.
