Of course I congratulate everybody involved. Public speaking is a fantastic way of not just, obviously, developing the ability to speak in public, but giving young people confidence. It is important that we literally give a voice to young people.

That this House congratulates the pupils of St Mary's Primary School, in Newcastle-under-Lyme, on their outstanding success at their annual Speech Fest, held on 5 June 2026 at Castle House in Newcastle-under-Lyme; commends the children for their confidence, hard work and dedication in preparing for this popular and important annual event; recognises the important role that speech and performance festivals play in building young people's communication skills, self-confidence and love of the spoken word; thanks the teachers, parents, volunteers and carers who supported the pupils at St Mary’s Primary School’s in Newcastle-under-Lyme in their preparation; and wishes the children of St Mary's Primary School continued success.

The department will publish new guidance in the spring to support higher education (HE) providers in understanding their responsibilities under the Prevent Duty. This will include advice on assessing whether external speech may be unlawful or linked to terrorism, and on carrying out due diligence for invited speakers.
The Prevent Duty does not apply to all charities, and not all HE providers have charity status. The planned guidance will therefore offer more detailed, sector-specific advice on managing risks associated with external speakers in HE settings than guidance intended for the wider charity sector.
The planned guidance will work alongside guidance issued by the Office for Students which supports providers in meeting duties under the Higher Education (Freedom of Speech) Act 2023.

Under sections 406 and 407 of the Equality Act 1996, schools must not promote partisan political views and should ensure that pupils are provided with a balanced treatment of political issues.
To support this, the department has published comprehensive guidance to support schools to meet their duties on political impartiality. This is accessible at: https://www.gov.uk/government/publications/political-impartiality-in-schools/political-impartiality-in-schools.
The guidance states that all schools should thoroughly assess external agencies before agreeing to work with them, ensuring that the external agencies used, including materials and communication with pupils, are appropriate and adhere to schools’ legal duties on political impartiality.
The guidance also sets out that most issues can be resolved locally through their existing processes for engaging with parents, carers and the wider school community, and that schools should treat concerns seriously.
Additionally, all schools and colleges must have regard to the ‘Keeping children safe in education’ statutory guidance when carrying out their duties, to safeguard and promote the welfare of children.
The department has not had any contact with Quality First Education Trust or Wandsworth Council on these issues.

Will the Chancellor of the Duchy of Lancaster confirm that civil servants should not engage in public fundraising for political parties?
Well, I will just fill in the House. For those who are not as well informed as the Chancellor of the Duchy of Lancaster, the simple fact is that senior civil servants should not be engaged in public fundraising from public speaking for political parties. It has been reported that on 23 June, Lord Mandelson, who the Government classify as a senior civil servant, spoke at a Labour fundraising event. Will the Chancellor of the Duchy of Lancaster assure the House that this breach will be properly investigated and treated?

I believe there has been correspondence to the Cabinet Secretary about this. He will reply in due course, but let me add this: Lord Mandelson is doing an excellent job as our ambassador to the United States. He was integral to the negotiation of the trade agreement with the United States and is a great asset to the Government and the country.
