The Grant for Research and Development, which built upon the Smart scheme, began accepting applications on 1 June 2003. The most recent, independent evaluation of Smart in 2000-01 found that (a) annual turnover was nearly £500 million higher, (b) employment was more than 8,000 higher and (c) annual exports were nearly £270 million higher than they would have been without the scheme.

[175956] Jacqui Smith: The first regional competition deadline for Grant for Research and Development is 28 May 2004. The dates of further competitions will be decided subsequently. Given that we are still accepting applications within this competition round, I am unable to provide figures on the number of applications received under the competitive environment. We have yet to make any offers under the current competition round. The following table covers the number of applications for and the number of offers made under Smart and Grant for Research and Development for the past three years. _________________________________________________________________________________________________. Smart remained open to applications up until 31 August 2003 to allow applicants the opportunity to adjust to the new product. Grant for Research and Development has proved just as popular as its predecessor so regional competitions for the grants have been introduced to ensure that expenditure on the product remains under control and to ensure that those research and development projects which best meet the grant selection criteria are supported. 2 Included Technology Reviews and Studies, which closed to applications on 31 May 2003 and replaced by the Investigating an Innovative Idea pilot on 1 June 2003. The following table provides information on the average grant under the `research' and `development' elements of Smart and Grant for Research and Development, taken on figures from the last three years, and how this compares to the maximum grant available. £ _________________________________________________________________________________________________. Mr. Hoban: To ask the Secretary of State for Trade and Industry how much money her Department has spent on the South Hampshire Priority Area for Economic Regeneration in (a) 2001-02, (b) 2002-03 and (c) 2003-04; and how much is budgeted to be spent in (i) 2004-05 and (ii) 2005-06. [165319] Jacqui Smith: [holding answer 1 April 2004]: The DTI, alongside a number of other Government Departments, funds the South East of England Development Agency (SEEDA) to catalyse and carry out economic development and regeneration activities in the South East region. Funds are provided to SEEDA as a Single Budget and it is not possible to separate out DTI funded activity within the Agency's work. Activity by the Agency is however very relevant to the DTIs economic development objectives and is an important element of spend in the South Hampshire Priority Area for Economic Regeneration. SEEDA's priority areas are based on Regional Planning Guidance (RPG) 9. SEEDA has spent some £34 million in 2001-02, £32.6 million in 2002-03, and £20.4 million in 2003-04 in the South Hampshire Priority Area for Regeneration, which for RPG purposes includes Portsmouth, Southampton, Fareham, Gosport, Havant and Eastleigh. Known allocated spend in 2004-05 will be in the order of £10 million with further expenditure of around £9 million in 2005-06. The amount spent may, however, vary from this, for example, because of land and property spend in 2005-06 for which there is not a current estimate. Future expenditure will be determined through the Area Investment Framework process which the Agency has developed, which defines local priorities and brings together not just SEEDA funding but multiple mainstream funding streams. Phoenix Fund A sum of £839,000 has been allocated from the Phoenix Fund for two projects in the area within the period. This grant is not annualised but is drawn down as spent. Small Firms Loan Guarantee In addition the Small Firms Loan Guarantee (SFLG) guaranteed 38 loans in the year 2001-02 valued at £2.15 million, 37 loans in 2002-02 valued at £2.9 million and 66 loans in 2003-04 valued at £4 million. These figures do not equate to spend. Government expenditure only arises if there is a subsequent default and the guarantee is called upon. Figures for future years are not available as SFLG is demand led. Business Link Wessex Spend in South Hampshire by Business Link Wessex on providing business support to SMEs is approximately £1.3 million per year for the years 2001-02, 2002-03 and 2003-04. Expenditure in 2004-05 will be of the same order. The budget for 2005-06 is not yet firm.

Brian Cotter: To ask the Secretary of State for Trade and Industry what funding was allocated for small business support under the Smart scheme from the time of its inception to its closure; and how much of this money was distributed directly to grant recipients. [145513] Nigel Griffiths: Following a small pilot in 1986, the full Smart scheme was launched in 1988. Initially, there was no separately identifiable funding allocation for the scheme within the larger "Innovation Budget" which provided funds for several other schemes. Smart originally operated as a competition with a fixed number of "Stage 1", or feasibility, awards but a variable number of "Stage 2", or development, awards. The SPUR scheme was introduced in 1991 and merged with Smart in 1997. Since that time there has been a separate provision for the expanded Smart. Expenditure on Smart will occur for several years yet as existing projects progress.
