The Treasury has made no such assessment. The independent Office for National Statistics (ONS) publishes data on prices for items in the inflation basket each month. The latest data can be found here:

The Government is aware of interest in this subject, which has been raised in our ongoing stakeholder engagement. We are working hard for an agreement which works for both British businesses and consumers.
We have recently completed our third round of negotiations with Australia, including positive and detailed discussion on technical barriers to trade. We will continue to engage with wine producers, exporters, and distributors to address issues relating to trade in wine between the UK and Australia – including the agreement the Government has already reached with Australia to secure ongoing trading terms for wine.
I warmly welcome the Secretary of State to her role. My constituency has some of the best vineyards in the country, and places such as Breaky Bottom, Ridgeview and Rathfinny produce award-winning English sparkling wine. What steps will the Secretary of State take to promote English sparkling wine at home and abroad, and may I invite her to visit one of those vineyards to taste that wine for herself?

We now have record exports of more than £100 million a year of our fantastic sparkling wine and we will continue to look at our policies to promote this brilliant product.

The government keeps all taxes under review. Any changes to wine duty rates would need to take account of a wide range of factors, including the Exchequer impact, the impact on businesses, public health and the distributional impact of reform.
