Mr. Peter Duncan: To ask the Secretary of State for Work and Pensions what the basis is for his policy that a couple who are both in receipt of benefits where one receives invalidity or incapacity benefit and the other jobseeker allowance, are not eligible for child care costs when the parent on jobseeker allowance joins the Government New Deal and Training for Work programmes. [88601] Mr. Nicholas Brown: The Department does not have a policy to refuse help with child care for a couple who are both in receipt of benefits, one on incapacity benefits and the other on jobseeker's allowance, when the latter joins the New Deal. The child care arrangements for people in these circumstances are as follows. Within the New Deal for Young People and New Deal 25 plus programmes, child care costs can be met where there is a genuine need and the individual would otherwise be unable to participate in a New Deal option or Intensive Activity Period. New Deal Personal Advisers decide on a person's eligibility for help with child care costs based on that individual's particular circumstances. Under New Deal 50 plus, a person starting work receives financial support through 52 weekly payments (Employment Credit) to help them during the transitional period between benefit and work. It is up to the individual whether they use this money to help meet child care costs. Jobseekers in Scotland may also be entitled to child care costs when applying for Training for Work. The Training for Work programme is the responsibility of the Scottish Executive. It is delivered by Scottish Enterprise and Highlands and Islands Enterprise who have discretion to fund child care costs for participants.

Mr. Gareth Thomas: To ask the Secretary of State for Wales what plans he has to report on the performance of training and enterprise councils in Wales. [73080] Mr. Hain: I am pleased to announce that the first annual report on Training and Enterprise Councils (TECs) in Wales, covering the 1997-98 financial year, is being published today. This report represents a significant step forward in explaining the work of TECs, and in making them more accountable to the people of Wales and their elected representatives. The report notes that an increasing number of young people entered the Modern Apprenticeship Programme in 1997-98--723 more than in the previous year and 18 per cent. more than the target for the year. Youth credit starts, at 17,265, were 15 per cent. above target, although decreasing levels of unemployment resulted in only 9,001 adults starting on the Training for Work programme against a target of 11,456. NVQs per 100 leavers rose from 55 per cent. to 57 per cent. for the youth training programmes and from 38 per cent. to 44 per cent. for the adult training programmes, by comparison with 1996-97. 52 per cent. of the adult trainees found jobs on leaving training as compared with 48 per cent. the year before. Support was given to 1,648 new business start ups (an increase of 10 per cent. on 1996-97) and the Sole Traders Initiative, which was launched on an all-Wales basis at the start of the year, resulted in some 293 first employees being taken on by hitherto singleton businesses. Other significant achievements by the TECs in 1997-98 included: the levering in of some £1 million of private sector funding--and some £2.8 million of European funding for local projects. a good start to the implementation of the Action Plan for Manufacturing Training in Wales significant improvements in the rates of success of disabled young people and young people from ethnic minorities in achieving NVQs. 60,403 school children undertook a work experience placement, against a target of 59,396. 4,214 school teachers and further education college staff undertook an industrial placement, against a target of 3,068. 27,000 adults were provided with careers information under the Adult Guidance Initiative and 7,858 of these were given bespoke counselling. In addition, the TECs supported a wide variety of projects from their Local Initiative Funds, including homework clubs, revision weeks, Saturday clubs offering contacts with local businesses, outreach work with disaffected young people and technician training to NVQ level 4 for adults in employment. The report provides a synopsis of all these activities and of the overall financial position of TECs in Wales. Copies will be distributed to all Members with constituencies in Wales and placed in the Library of the House. Further details are to be found in the individual annual reports of each of the TECs which are available from their company offices. Following the transfer of functions, this matter will be for the National Assembly.

Mr. Drew: To ask the Secretary of State for the Home Department for what reasons funding has been withdrawn from the job focus courses at HMP Gloucester; and what alternative provision will be made available for inmates who are about to be released. [18928] Ms Quin: Job focus courses run at Gloucester prison and other prisons in England and Wales are funded by the Employment Service of the Department for Education and Employment (DfEE). A decision was made a year ago to cease funding for these courses and concentrate resources on people already in the labour market. The current contract for the provision of the job focus course at Gloucester prison, involving a prison officer and a tutor from Gloucester College of Art and Technology, will cease on 31 March 1998. The governor of Gloucester prison will maintain the job focus club by continuing the involvement of the prison officer but does not have the resources available to replace the funding from DfEE for the tutor. Help for ex-offenders from Employment Services will be available nationally through a number of measures including: specialist advice and guidance from Employment Service staff to ex-offenders about their jobsearch; allowing time spent in custody to count towards eligibility for Employment Service programmes; maintaining Employment Service contact with prison authorities at local level to provide advice on programmes and services as part of a pre-release programme; allowing prison staff to attend Jobclub leader training courses (where places are available) without charge; continuing the availability of Jobclubs in prisons where all parties consider them to be useful.

I have asked him to arrange for a reply to be given. Letter from Leigh Lewis to Mr. Bernie Grant, dated 2 June 1997: The Secretary of State has asked me to reply to your question regarding expenditure by the North London District of the Employment Service on a number of programmes since 1987. This is something that falls within the responsibilities delegated to me as Chief Executive of the Agency. The table below outlines expenditure by the North London District of the Employment Service on Jobclubs, Restart, Jobplan, Workwise and Community Action since 1993. I will turn to the other programmes you mention later. I should explain that we have only provided information going back to 1993 because it is our policy to hold records of expenditure regionally for three years. However, I hope that you will find the information given below helpful. I ought to say that Workwise was not introduced until April 1995 and that the Community Action programme ran from November 1993 to June 1996. Sir Ivan Lawrence: To ask the Secretary of State for Education and Employment what measures have been introduced since 1992 to help the long-term unemployed back to work; and what assessment her Department has made of their effectiveness. [10963] Mr. Forth: Since 1992, new jobs have been created and unemployment has fallen. There is clear evidence that our labour market is now more flexible and working more effectively. The UK is the only major European country with unemployment below 2 million, and long-term unemployment has fallen consistently for almost three years. The Government's labour market policies have sought to build on this progress, and to help long-term unemployed people in particular to complete successfully for the jobs becoming available. Through the introduction of the jobseeker's allowance, Employment Service advisers can now spend more time helping each individual jobseeker. We have also introduced a number of measures to improve incentives to work, and we have maintained year by year the level of 1.5 million opportunities for unemployed people in employment and training programmes. We have kept the range of employment and training programmes under continual review, and since 1992 have introduced a number of new measures designed to do more to help long-term unemployed people back to work. New programmes for those unemployed for one year or more have included: 1-2-1, jobplan workshops, workwise (worklink in Scotland), restart courses and the jobfinder's grant. A number of other measures have also been piloted. The Department's programmes and pilot programmes are fully evaluated, and evidence on the comparative effectiveness of individual measures has been used to improve the balance of provision for long-term unemployed people. In his November Budget statement, my right hon. and learned Friend the Chancellor of the Exchequer announced a new package of employment measures to help people who have been unemployed for two years or more. We are extending project work: from February, a total of 31 project work pilots will provide help for up to 100,000 people. In addition, a new contract for work pilot initiative will explore ways in which the talents of the private sector might be used to help more very long-term unemployed people back to work. From April, under a new jobfinder programme, people reaching two or more years unemployment will benefit from an intensive series of one-to-one interviews with an Employment Service adviser which will focus on helping the individual jobseeker back to work. We will also be making the jobmatch programme--which helps people to leave unemployment for a part-time job--available nationally to those aged under 25 who have been unemployed for two years or more; and, within the existing training for work programme, there will be new opportunities for long-term unemployed people whose job prospects can best be increased through training designed to improve their basis skills.
