To ask the Secretary of State for Transport, what percentage increase there has been in station staffing levels on TransPennine Express services since 17 December 2025.
To ask the Secretary of State for Transport, what percentage increase there has been in station staffing levels on TransPennine Express services since 17 December 2025.
Since December 2025 headcount has remained static at TransPennine Express-managed stations, at 183 members of staff, minus any turnover during periods while any vacancies were recruited for.
To ask the Secretary of State for Transport, what recent funding has been allocated to improve the level of onboard WiFi and catering on TransPennine Express trains.
To ask the Secretary of State for Transport, what recent funding has been allocated to improve the level of onboard WiFi and catering on TransPennine Express trains.
Following the Spending Review, the Department was successful in securing funding to put low earth orbit satellite connectivity on our mainline trains to significantly improve the on train wifi for passengers. Part of this funding will be made available to TransPennine services. The exact amount will be determined through approval of the business case which is expected in early July.
In 2024-25 TransPennine Express spent £11 million on its onboard catering offer. Following positive passenger feedback, it is making its TransPennine Kitchen offering permanent on its intercity trains, creating jobs and showcasing local food and drink from across its network.
To ask the Secretary of State for Transport, pursuant to the Answer of 27 January 2026 to Question 106601, what the (a) operating revenue, (b) operating costs and (c) net cost of onboard catering were for TransPennine Express in each financial year between 1995–96 and 2024–25.
To ask the Secretary of State for Transport, pursuant to the Answer of 27 January 2026 to Question 106601, what the (a) operating revenue, (b) operating costs and (c) net cost of onboard catering were for TransPennine Express in each financial year between 1995–96 and 2024–25.
We are only able to provide data since the transfer into public ownership in May 2023. The data for 2023/24 (May onward) and 2024/25 are:
£'000 | 23/24 | 24/25 |
Catering Costs | 5,205 | 8,668 |
Catering Revenue | 1,077 | 1,897 |
Net Cost | 4,128 | 6,772 |
The difference in cost is explained by the fact that 2023/24 is a part year, and 2024/25 is a full year, with the one-off implementation costs of TransPennine Trains’ (TPT) ‘Coast to Coast’ catering set up in that year.
Catering is a service offer on most of the longer distance operators, including TPT, whose core business is leisure travel, and where journey lengths are often in excess of two hours. Revenue generated by First Class, in which catering is an important feature, is also an important part of TPT's business model. The revenue numbers do not include fares income generated by the availability of catering on board TPT services, which are captured within TPT's wider reporting on revenues by route.

For 2024-25 rail period 4 (23 June-20 July 2024) TransPennine Express reported 153.5 full-time-equivalent (FTE) staff at stations, including barrier staff. That figure for 2025-26 rail period 10 (7 December 2025-3 January 2026) was 178 FTE, representing a 16 per cent increase. The increase over 2024-25 were mainly due to filling vacancies that had been paused pending the previous Government’s proposed closure of ticket offices which they subsequently reversed.
To ask the Secretary of State for Transport, what was the (a) total operating revenue, (b) total operating costs and (c) the net cost of onboard catering on the TransPennine Express in the (i) 2023–24 and (ii) 2024–25 financial years.

To ask the Secretary of State for Transport, by what a) number and b) proportion station staffing levels have changed on TransPennine Express services since 4 July 2024.
The increases over 2024/25 were mainly to fill vacancies that had been paused pending the previous Government’s proposals for the closure of ticket offices, which they reversed after significant public criticism. In mid-2024, TransPennine Express gradually increased the Hull station headcount by an additional four full-time employees to support station resilience. It has increased overall station staffing by a further 19 full-time employees to improve reliability and resilience of the delivery of passenger assistance and other customer services (e.g. retailing); many of these roles are currently being recruited into.

In the 2025-26 operating year, TransPennine Express has enhanced its catering, recruiting additional staff and supporting local small suppliers. These changes have led to improved customer satisfaction and additional ticket and catering revenue. Net catering costs for 2025-26 are £5.4 million.
All TransPennine Express services offer customers free Wi-Fi. The cost of providing this in 2025-26 is £0.6 million.

Each financial year (April to March) consists of 13 railway periods.
Table 1 shows the number of trains that were either partially or fully cancelled, and the proportion of planned services that were partially or fully cancelled by TransPennine Express, for each period from 1st April 2022 to 25th May 2024.

My Lords, the new Avanti trains on the west coast north Wales line are very welcome, but access to those trains is sometimes difficult, with large gaps between the train and some platforms. Can any remedial action be taken to ensure the safety of passengers, especially those with limited mobility?
