To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what recent discussions he has had with the United Nations Assistance Mission for Iraq on disputes between the Kurdistan Regional and Iraqi Governments.
The UK Government commends the vital work of the UN Assistance Mission in Iraq which continues to play a vital role in supporting the Iraqi people. The UK remains committed to supporting the stability and security of Iraq and the Kurdistan Region in Iraq (KRI). We welcome and encourage ongoing cooperation between Baghdad and Erbil to resolve outstanding issues where they exist, including around budget, security cooperation and the oil and gas sector.
That this House expresses concern at the comments of Mr John Pace, until recently the head of the United Nations' human rights office of the UN Assistance Mission to Iraq, that much of the killing is attributed to the agents of the Ministry of the Interior and that this Ministry acts as a rogue element within the government; notes that the Interior Minister, Mr Bayan Jabr, is the former leader of one of the main groups accused of carrying out sectarian killings and that the various paramilitary groups operating under the Ministry's control act as death squads; and considers that this is not a proper outcome of the US and UK's sponsorship of democracy.

That this House expresses concern at the comments of Mr John Pace, until recently Head of the United Nations Human Rights Office of the UN Assistance Mission to Iraq, that the violence in Iraq is being made worse by the seizing of young Iraqi men, the vast majority of whom he says are innocent, by US troops and Iraqi police as they move from city to city carrying out raids and that these young men very often do not get released for months, and are brought into contact with insurgents and the result is that such individuals turn into terrorists at the end of their detention; and therefore calls upon the US to end these counter-productive raids which will not deliver a peaceful democracy to Iraq.
