To ask the Secretary of State for Environment, Food and Rural Affairs, whether she has had recent discussions with the UN Environment Programme on which UK cities have expressed an interest in the Cool Coalition’s Nature for Cool Cities Challenge.
The former Secretary of State had not held any recent discussions with the UN Environment Programme (UNEP) on the Cool Coalition’s Nature for Cool Cities Challenge. However, the UK is actively involved in many of the UN Environment Programme's workstreams and has a strong relationship with the organisation. I look forward to building on this relationship and continuing to support the vital work of UNEP in the coming months.

To ask the Secretary of State for Environment, Food and Rural Affairs, with reference to Government grants statistics 2020 to 2021, published on 31 March 2022, what assessment her Department has made of the effectiveness of the UNEP-WCMC Webinar for the SAICM Strategic Approach Beyond 2020 Grant.
The UNEP-WCMC webinar informed stakeholders of different models of indicator frameworks to be considered under negotiations of the Beyond 2020 Strategic Approach to International Chemical Management. The discussions influenced a UK paper on an indicator framework that was presented as part of the intersessional process in September 2022. This work has been built upon by the IOMC (Inter-Organisation Programme for the Sound Management of Chemicals) and will be discussed at concluding negotiations at the International Chemicals Management Conference (ICCM 5) in Bonn (22-23 September 2023) for possible inclusion in a new United Nations framework instrument for chemicals and waste.

The UN Environment Programme's Emissions Gap Report 2021 makes clear, if countries deliver on their 2030 Nationally Determined Contributions (NDCs) and net zero commitments which have been announced by the end of September, we will be heading towards average global temperature rises of 2.2C.
In the opening days of COP26 momentum has continued to build, with new net zero commitments from the likes of India (the world’s third largest emitter), meaning that over 90% of the global economy is now covered by a net zero target.
But we know that to keep 1.5C within reach we need more, so we will continue to press leaders for more ambitious climate action.

In line with the 25 Year Environment Plan, and our Resources and Waste Strategy, we are considering the best approach to minimise the environmental impact of a range of products, including nappies, taking on board the environmental and social impacts of the options available. Potential additional policy measures include standards, consumer information and encouraging voluntary action by business.
Through the Environment Bill, we are seeking powers that will enable us to, where appropriate and subject to consultation, introduce eco-design and consumer information requirements. This could include labelling schemes that provide accurate information to consumers, to drive the market towards more sustainable products. The Environment Bill will also enable us to put in place extended producer responsibility schemes as well as design and labelling requirements, that relate to the efficient use of resources, for a wide range of products, including potentially nappies.
We are aware of the UN Environment Programme's report which references a number of life cycle analyses on nappies from around the world, including the work carried out by the Environment Agency in the UK in 2005 and 2008. We are also funding our own environmental assessment of disposable and washable absorbent hygiene products, with the primary focus on nappies, to bring the research for the UK up to date. The work will be published later this year, following peer review, and the sources of the information used will be included in the final report. Any future action on nappies by Government and industry will take this and any other relevant information into account.

Defra contributes £3.3 million on an annual basis to the operation of the United Nations Environment Programme (UNEP). Defra also pays mandatory subscriptions to a range of UN conventions that the UK is signed up to relating to specific environmental issues that UNEP oversees including climate change, biological diversity and ecosystem management, international wildlife trade, organic pollutants, chemicals and waste.
