While the funding and strategic oversight of the higher education sector are devolved matters for the Northern Ireland Executive, the UK Government remains committed to the delivery of the Derry/Londonderry and Strabane City Region City Deal.
Through this City Deal, the UK Government is investing £105 million to support regional growth, which includes funding for the School of Medicine at Ulster University’s Magee Campus. We will continue to work with the Northern Ireland Executive and other partners on the progression of this City Deal and the PEACEPLUS programme to ensure these investments benefit the wider region.

The E-DATA project is the recipient of funding through the PEACEPLUS programme, into which the UK Government is investing £730 million. We will continue to work with the Northern Ireland Executive and other partners on the delivery and impact of the project as it progresses.
The UK Government is investing £105 million to the Derry/Londonderry and Strabane City Region City Deal, which includes funding for the School of Medicine at Ulster University’s Magee Campus. I will continue to work closely with the Northern Ireland Executive on the delivery of this project.

That this House notes the 40th Anniversary of the murder of three RUC officers who were attending a course in criminology at Jordanstown Polytechnic on 4 November 1983; extends sincere and sustained sympathies to the families of Stephen Fyfe, 28, a married father of a 14 month-old, John Martin, 28, a married father who left a baby daughter and William McDonald, 29, a married father of two who died nine months later having never regained consciousness; notes that the shrapnel bomb exploded at 11:30am in the lecture room that was full of students and killed these men as well as injuring others; and reaffirms the determination of this House to never forget those whose lives were taken in duty to Queen and country by evil and cowardly acts of IRA terrorists and to ensure the memory of their service and bravery lives on.

Enrolments of students aged under 21 on science and technology degree courses at Queen’s University Belfast and the University of Ulster in 1997–98 and 2004–05 are given below:
A new subject coding system was introduced for the 2002–03 academic year in which single enrolments were split over one or more subject groups reflecting the programme of study. Comparisons between 1997–98 and 2004–05 should therefore be viewed in this context. For comparability over the two years, figures are based on a snapshot of enrolments at 1 December within the academic year. Information on full-year enrolments on all higher education courses at NI institutions are available from 1996–97 and can be viewed at: www.delni.gov.uk/index/publications/pubs-stats/higher-education-enrolments.htm.
Figures refer to students aged under 21 at the beginning of the relevant academic year.

The Chief Executive of Roads Service (Dr. Malcolm McKibbin) has been asked to write to the hon. Gentleman in response to this question.Letter from Dr. Malcolm McKibbin, dated 30 March 2006:"You recently asked the Secretary of State for Northern Ireland a Parliamentary Question about whether the Department for Regional Development's Roads Service has assessed the merits of establishing residents' parking schemes in residential areas adjacent to the University of Ulster Magee Campus.""I have been asked to reply as this issue falls within my responsibility as Chief Executive of Roads Service.""You will be aware that the introduction of charged parking in the Magee Campus car parks in September 2004 led to complaints from residents in adjacent areas about parking problems. As a result, the University did agree to re-evaluate their decision however, residents would still appear to be concerned about the increased level of parking in adjacent streets.""At present there are no residents' parking schemes operating in Northern Ireland. However, I can advise that policy development on the introduction and operation of residents' parking schemes is well advanced and it is hoped that this process will be completed within the next two months, at which time it will be submitted to the Minister for approval.""Subject to Ministerial approval, Roads Service proposes to initiate detailed surveys and commence formal consultation with the residents living in the vicinity of Magee College to seek agreement on the extent and detail of any such scheme.""You may be aware that the local PSNI agreed to enforce a pilot residents' parking scheme in the university area, however it is unlikely that any scheme will be brought forward in advance of the introduction of Decriminalised Enforcement Parking in October 2006, when the Department will take over the responsibility for the enforcement.""I am advised that in an attempt to provide an interim resolution to some of the concerns of the residents, staff in our Northern Division wrote to the Aberfoyle Residents Committee in October 2005 suggesting the introduction of limited parking waiting restrictions in the area. I understand that to date a reply to this letter has not been received.""I trust you find the above information useful and I can assure you that when residents' parking schemes are being introduced in Londonderry, the area around the Magee Campus will be given a high priority."

The Science Research Investment Fund (SRIF) commenced in 2002 and has operated in three tranches. Allocations are made on a formula basis; half the allocation is based on institutions’ quality-related (QR) research income and the other half on total research income received by the institution.
Since 2002, Queen’s University has been allocated £32.2 million and the University of Ulster £17.6 million.
The Office of Science and Technology (OST) has provided funding of £33.7 million and the department has supplemented this with a further £16.1 million.

Will she also confirm that as a result of the capping of funding for undergraduate places, which I believe happens only to universities in Northern Ireland, many young people are forced to leave Northern Ireland either because the grades required to get on to courses are inflated because of the shortage of places, or because there are no places available? That is leading to some of the best students in Northern Ireland leaving the Province and never coming back. As a result, we have a shortage of skills at certain levels. What does the Minister intend to do about the number of funded undergraduate places when requests for increases are made?

The hon. Gentleman raises a point on which I have recently issued a consultation paper. I would be grateful for his comments on that. I am not yet convinced by the argument that we should increase the number of undergraduate places in Northern Ireland. Of those in Northern Ireland who go on to higher education, 30 per cent. have their first choice of university in Great Britain.
The hon. Gentleman is, of course, right about the shortage of skills. We and the Department for Employment and Learning need to examine what skills there is a shortage of, and there is not necessarily a shortage of graduates. There is a consultation, and I take a wider view of what the optimum number of full-time undergraduates educated in Northern Ireland would be. I would be grateful for his comments as part of that consultation.

The numbers of graduates and of those entering higher education continue to increase. Some of the misinformation about the impact that student fees would have concerns me. This week, I launched a pamphlet with the National Union of Students to give students who want to go on to university and higher education full information about the implications for them. I think that that will reassure many students who are not aware of the full consequences. The number of people entering higher education is still increasing.

I have met the acting pro-vice-chancellor of the university of Ulster, and this was one of the issues that we discussed. The case for additional medical students was not made to the Department of Health at that time, but it will be kept under review. The number of students is an issue that the university of Ulster can feed in to the review. I know that it has made a request for additional places, but we must examine that request in the context of the skills required in Northern Ireland for the economy of the future. That is why the consultation paper has been issued—to get the views of all sectors on not just education but on the employment and skills needs of the future and how we can best address the skills gap.

What measures will she take to ensure that the limited resources are targeted at the poorest people, to enable them to climb the ladder?

When I look at the figures and see that only 5 per cent. of kids in the Shankill get the chance of a grammar school place, I see why inequalities feed through the system. One answer is to provide not a divisive 11-plus system, but an excellent education for all young people, and to consider the curriculum that we offer young people to give a mix of academic and vocational qualifications.
Proposals with regard to the children's and young persons' package put forward by my right hon. Friend the Secretary of State include extended schools and breakfast clubs—extending the school activity to ensure that every young person has a chance to maximise their potential and that we do not lose the skills and talents of the young people of Northern Ireland because of the background that they come from.

Does my hon. Friend the Minister agree that the issue is not only the number of university places but their distribution throughout Northern Ireland? In response to my recent question asking for further education and higher education numbers for each ward in Northern Ireland, she replied that in HE, North Down had 70 per cent. of young people going to university, and Shankill and Crumlin had 2 per cent. For FE—the skills colleges—the numbers were 35 per cent. in North Down and 4 per cent. in Shankill and Crumlin. What measures will she take to ensure that the limited resources are targeted at the poorest people, to enable them to climb the ladder?

I have met the acting pro-vice-chancellor of the university of Ulster, and this was one of the issues that we discussed. The case for additional medical students was not made to the Department of Health at that time, but it will be kept under review. The number of students is an issue that the university of Ulster can feed in to the review. I know that it has made a request for additional places, but we must examine that request in the context of the skills required in Northern Ireland for the economy of the future. That is why the consultation paper has been issued—to get the views of all sectors on not just education but on the employment and skills needs of the future and how we can best address the skills gap.

In looking again at the numbers that the Minister has given, will she examine their distribution across the campuses of the university of Ulster? She will see that the cap bears most heavily on the Magee campus in Derry. Will the Government respond to the university's strong proposals further to expand that campus, particularly with the land that will become available through the transfer of Foyle and Londonderry college? Will they also support the case for an increase in medical education in Northern Ireland, not just by expanding the existing facilities at Queen's university but by having a second medical school as proposed by the university of Ulster at Magee?

The numbers of graduates and of those entering higher education continue to increase. Some of the misinformation about the impact that student fees would have concerns me. This week, I launched a pamphlet with the National Union of Students to give students who want to go on to university and higher education full information about the implications for them. I think that that will reassure many students who are not aware of the full consequences. The number of people entering higher education is still increasing.

What assessment has the Minister made of the Government's policies on student funding and the demand for full-time undergraduate places in Northern Ireland? She will recall that a Northern Ireland Grand Committee voted to reject the Government's proposals. The Government rode roughshod over that rejection and forced the measure through anyway. Presumably they have conducted some research to identify the consequences of that decision.

The hon. Gentleman raises a point on which I have recently issued a consultation paper. I would be grateful for his comments on that. I am not yet convinced by the argument that we should increase the number of undergraduate places in Northern Ireland. Of those in Northern Ireland who go on to higher education, 30 per cent. have their first choice of university in Great Britain.
The hon. Gentleman is, of course, right about the shortage of skills. We and the Department for Employment and Learning need to examine what skills there is a shortage of, and there is not necessarily a shortage of graduates. There is a consultation, and I take a wider view of what the optimum number of full-time undergraduates educated in Northern Ireland would be. I would be grateful for his comments as part of that consultation.

Will the Minister confirm that the number of funded places is considerably less than both universities have requested? Will she also confirm that as a result of the capping of funding for undergraduate places, which I believe happens only to universities in Northern Ireland, many young people are forced to leave Northern Ireland either because the grades required to get on to courses are inflated because of the shortage of places, or because there are no places available? That is leading to some of the best students in Northern Ireland leaving the Province and never coming back. As a result, we have a shortage of skills at certain levels. What does the Minister intend to do about the number of funded undergraduate places when requests for increases are made?

In line with legislative requirements, the university carries out equality impact assessments where there is evidence to indicate that there may be differential impacts on one or more of the categories set out in the section 75 legislation; in this case, I understand that the university determined that it was not required.
