To ask the Secretary of State for Transport, what assessment her Department has made of the potential impact of proposed changes to Coastguard staffing arrangements on volunteer retention.
To ask the Secretary of State for Transport, what assessment her Department has made of the potential impact of proposed changes to Coastguard staffing arrangements on volunteer retention.
Plans to move the Coastguard Rescue Service to an expenses-only volunteer model in September will not go ahead, and current arrangements will remain in place.
We will now take time to gather the robust information required to understand the full operational implications of future decisions, as well as the impact on individual Coastguard Rescue Officers (CRO) and the choices they will make. This will involve engaging with CROs directly and ensuring that their views inform the decisions that we will take on the shape of the Coastguard Rescue Service.

HM Coastguard will continue to utilise the full UK Search and Rescue system, including HM Coastguard aviation assets, RNLI and independent lifeboats, independent rescue teams, lifeguards and other emergency services as they do today.

Serving CROs are entitled to compensation for up to the previous six years of service, in line with the Court of Appeal judgment regarding worker status. The MCA will calculate each person’s entitlement and contact individuals.

The Government wants to recognise the outstanding contribution of volunteers and encourage all to be involved in delivering positive change. The Points of Light programme closed in 2024. While
individual volunteers are recognised through the Honours system, and groups can be recognised through the King’s Award for Voluntary Service, there is consideration to replace the Points of Light
programme with a similar scheme.

The government recently announced its intention to make changes to social value that will put communities at the heart of social value practices. We are working with the Voluntary, Community, and Social Enterprise (VCSE) sector, alongside others, on this.
Contracting authorities must ensure that any requirement included in public contracting is relevant to the subject matter of the contract, proportionate and non-discriminatory. Governance volunteering may not be suited to all public procurements, but central government contracting authorities select relevant outcomes from the social value model, which is focused on priority outcomes including good jobs, skills and opportunities for those that face barriers to employment.
