Data on apprenticeship starts, including for the Level 2 Fenestration fabricator and Level 2 Fenestration installer standards, are published in the Apprenticeships statistics publication, which can be accessed at: https://explore-education-statistics.service.gov.uk/find-statistics/apprenticeships.

Government has already taken steps to protect children, having worked with various sector bodies and lobby groups to revise the European standard EN 13120 (performance and safety requirements for internal blinds). This means all blinds placed on the market, since February 2014, have to display warning labels on the product, as well as on the packaging, and include safety devices to ensure blind cords are kept out of the reach of young children. It also imposes a maximum cord and chain length where there is a likely hood of young children (0-42 months) being present, which includes residential properties and public places like hotels, hospitals, schools, shops, places of worship and nurseries.
Local authorities also have powers, under the Housing Act 2004, to inspect properties and where hazards are identified require the landlord to rectify them.

The latest figures available from The Royal Society for the Prevention of Accidents are that there were three reported deaths in 2012, and two reported deaths in 2013 of children under the age of three from entanglement in looped blind cords.

Data on all in-patient admissions to national health service hospitals in England, including following an accident or injury, is produced by the Health and Social Care Information Centre (HSCIC) from the Hospital Episode Statistics (HES) system. Admissions following an accident or injury can be identified in HES using the ICD10 coding system. This admitted patient care data only covers accidents and injuries serious enough to warrant admission to hospital as an inpatient. Data on attendances at NHS accident and emergency (A&E) departments in England, including those following an accident or injury, is also collected as part of the HES system dataset. However, the A&E information is less detailed than that collected for hospital inpatients, and there are issues with the quality of the data.
The European Union Recommendation on Injury Prevention and Safety Promotion supports improved data information and surveillance. The Department has been in discussion with the devolved Administrations on what steps can be taken to improve data collection and to progress the project on the Joint Action on Monitoring Injuries in Europe (JAMIE), funded through the EU Health Programme. There is United Kingdom involvement in the project which looks to improve data collection on accidental injury within the UK and contribute to the EU Injury Database.
Public Health England has established a national Surveillance Strategy Committee to consider the public health justification and scientific case for new surveillance systems for England, so will be considering surveillance of accidents as an early priority. The devolved Administrations have also looked at their injury surveillance systems, as part of consideration for the JAMIE project.

NHS Choices website has information and advice on child injury prevention including a video on risks to young children within the home. This includes reference to the potential hazards of blind cords. The Government also funds the Royal Society for Accident Prevention for projects around the home to prevent tragic deaths, including childhood deaths from strangulation by blind cords.

The table below shows the number of children under the age of three years who are currently registered as having died as a result of being entangled in window blind cords in England and Wales, for each year between 2008 and 2011 (latest year available). There were no deaths involving window blind cords in the London Borough of Havering1.
