The A46 Newark Bypass is currently under review and therefore the costs remain commercially sensitive.

The contract for the A46 scheme was awarded to Skanska in 2022. The Government inherited a series of unaffordable commitments in July 2024 and conducted a Spending Review. As a result, the A46 scheme was expected to be delivered later than previously assumed and the contract with Skanska was no longer optimal. National Highways informed Skanska that it would not be proceeding with the main construction works under that contract. National Highways is grateful to Skanska for its valuable contribution in progressing the A46 Newark Bypass scheme through the design and planning consent stages and continues to work with the company on a number of other schemes currently under construction.
Separately, to support the Government’s Defence Investment Plan (DIP), the Department for Transport has identified potential savings from its roads budgets which include the potential cancellation of the A46 Newark Bypass scheme, on which the Department will consult shortly. No final decision has yet been made on the cancellation of the scheme, and the Department will carefully consider the responses to the consultation before deciding the way forward.

Gloucestershire County Council’s proposals for this scheme have focused on developing a relief road to mitigate increased traffic from the planned Tewkesbury Garden Community and to offer relief to Junction 9 of the M5. The traffic modelling for the proposals, which has been assessed by National Highways, suggests that they would deliver a reduction in waiting times on the junction and shorter queue lengths, which could help mitigate collisions. The scheme is currently part of the Major Road Network and Large Local Majors programme, but is under review to determine its affordability. The Department will confirm a decision on future funding later in due course.

To ask the Secretary of State for Transport, what assessment her Department has made of the potential economic impact of the M5 Junction 9 and A46 (Ashchurch) Transport Scheme.
The M5 Junction 9 and A46 (Ashchurch) scheme is currently under review as part of the Major Road Network and Large Local Majors programme. A decision on the future of the scheme will be announced by early summer. Until such time, it would not be appropriate to comment on specific schemes.

As the Chancellor informed Parliament on 29 July, an internal review of the Department’s capital spend portfolio has been commissioned. The primary aim of the review is to provide strategic advice to the Secretary of State, which may in turn inform decisions on specific projects as part of the multiyear Spending Review. Schemes below are subject to this review and therefore we cannot give any assurances around delivery of these schemes until the Spending Review concludes.

Given that Tewkesbury is one of the fastest growing areas of the country, does the Secretary of State agree that we need to expand the A46 and junction 9 of the M5, and not reduce its capacity or downgrade it in any way? If any agency puts plans to him to downgrade the A46 or junction 9, will he reject those plans?

To ask the Secretary of State for Transport, when the western carriageway of the A46 between Lincoln and Newark was last examined for defects; and when that stretch of carriageway is scheduled to be resurfaced.

The last inspection on the westbound A46 between Lincoln and Newark was conducted on 7 September 2023. National Highways did not identify any safety critical defects during their last inspection.
NH currently has a resurfacing scheme ongoing:
- A46 Northbound and Southbound - Winthorpe Roundabout to Brough Lane.
- Immediately following these resurfacing works NH will be completing some road surface repair work on the Southbound carriageway between the Hykeham and Halfway House roundabouts.
These works are due to be completed in October 2023.
National Highways are also currently in the process of scheduling some short-term road surface repairs between Brough and Hykeham. They currently anticipate these will be completed by the end of 2023.

As advised in my previous reply of 28 November the resurfacing works on the A46 between Hykeham and Winthorpe are due to commence in August 2023 and will finish in January 2024.
