The Department treats any allegations of fraud by its contracted providers very seriously. The Department has robust control and assurance arrangements in place to guard against fraudulent claims being made by providers.
The only conviction of an A4e employee was in 2009. This case, the current police investigation and recent court appearances involving A4e employees, relate to historic programmes. The implementation of the Work programme enhanced a number of fraud prevention controls and to date there have been no cases of fraud within this programme.
When, on 22 February 2012, I asked the Prime Minister about fraud at A4e, a company working with jobseekers, he told me that he was waiting for the truth before he would act. This week’s guilty pleas by A4e staff reveal a culture of fraud in that company. Is not the list of taxpayer-funded fraudsters—Serco, G4S, A4e—getting too long? When is it going to stop?

The hon. Lady makes an important point. The answer I would give is that instead of bandying around names of companies, where many people in them will be working hard to do a good job, what we should do is investigate wrongdoing properly and make sure that cases are properly taken to court, as this case clearly was.

The Department for Communities and Local Government has not undertaken any evaluation of A4E's work in relation to troubled families. A4E is not part of the Troubled Families programme and
receives no funding directly from the Department in relation to the programme. It is for local authorities to decide how best to deliver the programme in their area.

In March 2012, the Department was made aware of an allegation in respect of A4e's Mandatory Work Activity contract. The Department undertook a fraud investigation, which found no evidence of fraud.
While the team found no evidence of fraud, it identified significant weaknesses in A4e's internal controls on this contract in the south east. As a result, we terminated this contract on 15 May 2012.
The indicative value over the life of this Mandatory Work Activity contract was £2,656,013. The value of reported fraud was £0.
