The HESTIA contract provides full wraparound soft facilities management services to military bases and locations in the United Kingdom, split into seven regions. The regional contracts held by Aramark, ESS and Sodexo range in length from six to 12 years.
The HESTIA contract is not limited to catering and includes all other soft facilities management. These services include, but are not limited to, areas such as catering, staffing, cleaning, armouries, tailoring and messing.
That this House commends the efforts and determination of members of the PCS union, employed by ISS and Aramark based at the Department of Business, Energy and Industrial Strategy headquarters who have won their disputes over pay and terms and conditions; notes that these members represent catering, security, portage, cleaning, post room and receptionist staff; further notes that both disputes have resulted in numerous periods of strike action with PCS members employed as catering staff by Aramark and as cleaning staff by ISS embarking on over three months of indefinite strike action this year; welcomes the support given to PCS members by politicians from across the House, the trades union movement and campaigning organisations during these disputes; applauds the commitments given by the Department of Business, Energy and Industrial Strategy and the employers to pay these hard working staff the London Living Wage and improve their terms and conditions; and calls on the Government to urgently review these and other outsourced Government contracts and work towards bringing these vital roles back into the public sector.

Pay data and specific rates are a matter for each individual contractor, but assurances are provided to ensure full compliance with the requirements of the National Living Wage. In April 2019 Government increased the National Living Wage to £8.21 per hour. This is an above inflation increase that saw a full-time minimum wage worker over £2,750 better off over the course of a year compared to when the policy was introduced.
We value all of our staff and they all deserve a fair and competitive wage, whether they are directly employed or working through our contractors. The Department has agreed with its facilities management contractor that they will align the pay of their cleaning, catering, mailroom and security staff to the appropriate median rates for that occupation, as identified in the Annual Survey of Hours and Earnings.
The median applied from 1 March 2019 and will be aligned annually.
That is a matter for the Departments concerned. As the hon. Lady knows, there is a legal obligation to pay the national living wage, and we have put additional resources into ensuring that that obligation is enforced. We encourage employers to pay higher rates than the national living wage when they are able to, and we will continue to do so.

Out- sourced low-paid workers in both the Foreign and Commonwealth Office and the Department for Business, Energy and Industrial Strategy are on strike because their employers, Interserve, ISS and Aramark, are refusing to pay the London living wage, and in some cases have not paid staff wages for weeks. Will the Chancellor
stand up for those employees, and do whatever he can to help Departments bring outsourced contracts back in-house?
