This Government is committed to supporting UK artists and cultural organisations to reach international audiences and take advantage of opportunities overseas. We recognise the challenges faced by small and medium-sized arts organisations undertaking international touring, including regulatory complexity, administrative burdens, and transport costs.
The Government primarily supports arts and culture through its Arm’s Length Body Arts Council England (ACE), which provides funding to a range of organisations up and down the country. International working is one of four priorities for ACE’s Touring Fund, enabling UK arts organisations and artists to reach audiences overseas and develop international partnerships. Recent examples of tours supported by ACE include Birmingham Royal Ballet’s Black Sabbath, The Ballet tour to the Netherlands, Germany and the US; and Performance Infinity’s tour of five UK theatre companies to four locations in China. International touring is also supported through ACE’s Incentivising Touring Repayable Grants, which supports touring in England, but can include tours with international performances, such as Rambert’s upcoming It’s A Sin.
We recognise that organisations face wider challenges beyond funding when undertaking international touring, particularly barriers arising from the UK’s exit from the EU. To improve our understanding of these issues, DCMS recently commissioned independent research into the impact of EU Exit on UK touring and we continue to engage with industry stakeholders and European partners on opportunities to support cultural exchange and international touring across the continent.

The Creative Content Exchange launched in closed beta earlier this year, and plans to open the platform to more providers and consumers in 2027. It seeks to create a safe and trusted marketplace where content owners can make their digital assets available to AI and similar content consumers in a fair value exchange. The platform includes datasets from ten organisations, totalling over 6.8 million assets. The CCE is funded by UKRI’s R&D Missions Accelerator Programme, and the pilot is currently housed in the Natural History Museum pending decisions about an eventual legal entity.

The government is committed to improving mental health support for all children and young people. It is for schools to decide what support to offer to best meet the needs of their pupils.
To support schools in reaching these decisions, the department provides a range of guidance and practical resources on promoting and supporting pupils’ mental health and wellbeing. The Government is committed to ensuring the UK music sector remains globally competitive, resilient against market pressures, and protected against the growing threat of AI-driven fraud on streaming platforms. As generative AI 'slop' increasingly risks undermining the royalty system and diluting human creativity, we welcome proactive industry-led initiatives to build a transparent and fair digital ecosystem.
We continue to actively consider where further action is needed to address the risks posed by rapidly evolving AI technologies. That is why we committed to consult on digital replicas, seeking views on how we can address harms while protecting legitimate innovation. We will also establish a new taskforce which will identify best practice for labelling AI generated content and advise government on next steps.

The government agrees that unused buildings can play an important role in supporting cultural, community and economic activity, including where appropriate through temporary use as live and electronic music spaces.
We are already providing local authorities and communities with new tools to support this. Through the new £10 million funding for High Street Rental Auctions (HSRA), we gave local authorities the power to auction the lease of long-term vacant commercial properties, putting tools in local hands to take action on empty properties.
Through MHCLG’s £5.8 billion Pride in Place Programme, local authorities and independent Neighbourhood Boards can use targeted funding to bring vacant premises back into use and support community stewardship. And the government has announced a £210m package to reinvent high streets with new shops, public services, and community spaces.
DCMS has provided £150 million to six priority Mayoral Strategic Authorities to deliver initiatives to drive growth in their areas, as part of the Creative Places Growth Fund. Initiatives include refurbishing underused spaces for the creative sector, such as the West of England Creative Workspace Fund.

Arts Council England (ACE) makes National Portfolio (NPO) funding decisions independent of the government. The new NPO programme guidance was announced on 22 September and ACE is introducing a 5-year funding cycle commencing April 2028 with simplified processes and greater local and regional engagement. ACE is committed to ensuring a fair and consistent application process for all interested organisations regardless of their location, providing a comprehensive package of guidance and support alongside a series of webinars throughout October and November.

The government has no plans to commission a further independent review. HM Treasury published a Tax Impact and Information Note setting out a comprehensive assessment of the VAT policy, and the underlying costings were scrutinised and certified by the independent Office for Budget Responsibility.
The department continues to monitor the impact of VAT on independent schools and pupil movements. Latest data remains within historic norms and is consistent with the government’s estimates.

The government is committed to supporting the aspiration of every person who meets the requirements and wants to go to university.
The department has committed to increasing maintenance loans every year and made care leavers automatically eligible for maximum levels of maintenance loans. These changes support students studying any subject, including those relevant to the creative industries.
The government is taking a carefully phased approach to modular provision under the Lifelong Learning Entitlement (LLE). The subjects in scope for modular funding from January 2027 align to priority sectors, informed by the work of Skills England.
Creative arts are not a degree subject area eligible for modular funding at the launch of the LLE. However, the Creative and Design Higher Technical Qualification (HTQ) technical route is eligible. If an institution previously offered or planned to offer provision from an approved HTQ in this route, they may apply for modular funding under that designation.
