To ask the Secretary of State for Environment, Food and Rural Affairs, what steps she is taking to encourage food surplus redistribution in the baking industry.
We recognise the environmental, economic and social benefits of preventing food waste and redistributing surplus food to organisations who can use it. Redistribution is second only to prevention in Defra’s Food and Drink Waste Hierarchy, which includes the expectation that all businesses should have plans for redistribution in place if any surplus arises.
We fund the groundbreaking UK Food and Drink Pact (formerly the Courtauld Commitment), a voluntary agreement with industry to tackle food waste. Through the Pact, Defra regularly engages a working group of industry and redistribution sector organisations to develop best practice on how to redistribute surplus quickly and safely and overcome the barriers to redistribution.
We also fund the Food Waste Reduction Roadmap, which helps businesses to identify and measure their surplus and waste and take action to reduce it. We support this Target Measure Act approach as it enables food businesses to get more surplus to the redistribution sector.

That this House notes with concern recent media reports that Associated British Foods, parent company of Allied Bakeries which produces Kingsmill bread, are in talks over a potential merger with Hovis, owned by Endless LLP; further notes that this comes as a response to reports of unsustainable losses in the Allied Bakeries division; is concerned that any merger on this scale may result in restructuring, rationalisation or closures that could affect the job security and livelihoods of thousands of UK workers both directly employed and in the supply chain; is further concerned about the potential implications for competition in the UK bakery sector and possible impact on future UK food security; and therefore calls on the management of both businesses to engage immediately with the Bakers, Food and Allied Workers union and other recognised trade unions across their sites and undertake meaningful consultation prior to the agreement or implementation of any merger proposal.

To ask the Secretary of State for Business and Trade, what steps he is taking to support British bakeries.
We intend to introduce permanently lower tax rates for retail, hospitality, and leisure properties from 2026 - 27. Ahead of these changes being made, we have extended retail, hospitality, and leisure relief for one year at 40 per cent up to a cash cap of £110,000 per business and frozen the small business multiplier.
The Government will protect the smallest businesses by increasing the Employment Allowance to £10,500. This means that 865,000 employers will pay no National Insurance Contributions at all. We are also working with businesses to understand their barriers to growth and High Streets will be a key pillar of our forthcoming Small Business Strategy.
That this House is disturbed by news that Rathbones bakery site in Wakefield looks set to close following a decision by the owners, supermarket chain Morrisons, to cease production; deeply regrets the consequence of this decision on the jobs of 400 loyal staff from across the Wakefield District, with further impacts on the supply chain and on agency workers; notes that Morrisons was taken over by private equity firm Clayton Dubilier and Rice in 2021 and fears that the new owners are asset-stripping the firm and prioritising short-term yields over the long term interests of the business; further notes the company has indicated it could look at keeping open the production of morning goods, but only by operating a de facto policy of fire-and-rehire with the remaining workers kept on with inferior pay, terms and conditions; supports the Bakers, Food and Allied Workers Union in insisting that workers should not pay the price for the destructive business model adopted by private equity concerns; and calls on government both to provide all necessary support to the workers involved and to undertake an urgent investigation into the impact of private equity takeovers and acquisitions on the UK groceries market.

To ask the Secretary of State for Business, Energy and Industrial Strategy, if he will take steps to offer financial grants to bakeries for the installation of energy efficiency measures, in the context of the rising energy bills.
The Government keeps energy efficiency support for businesses, including bakeries and other SMEs, under review. Existing initiatives include an exemption on business rates for green technology, providing small businesses grants under the Boiler Upgrade Scheme, and offering industry £289m for energy efficiency and low carbon technologies.
In addition, the Autumn Statement announced a new national ambition to reduce the UK’s final energy consumption from buildings and industry to 15% by 2030 against 2021 levels. To support the delivery of this target, a new Energy Efficiency Taskforce will be established, covering homes, businesses, and public sector buildings, as well as industrial processes. My Rt. Hon. Friend the Secretary of State will announce further details about the Taskforce in due course.

Following an HMT-led review into the Energy Bill Relief Scheme, the Energy Bills Discount Scheme will provide a discount to eligible non-domestic energy users from April 2023. A higher rate of support will be provided to those operating within an eligible Energy and Trade Intensive sector. Eligibility for this higher rate of support has been determined using Standard Industrial Classification (SIC) codes and the list of eligible sectors has been published on gov.uk https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/1128033/230104_ETII_List_for_gov.uk.pdf
