To ask the Secretary of State for Environment, Food and Rural Affairs, what process her Department uses to reallocate unused licences that allow fishing for bass.
Bass authorisations are administered by the Marine Management Organisation. They are separate to fishing vessel licences and allocated to the vessel with a track record of landing bass between 1 July 2015 to 30 September 2016. Unless approved by MMO to transfer an authorisation to another vessel under specific circumstances, bass authorisations cannot be transferred between individuals. A review of the current bass authorisation system is underway.
That this House commends the recent launch of the Greenpeace ship Esperanza and the organisation's investigation into cetacean by-catch as a consequence of pelagic pair trawling in the Western Approaches and the Irish Sea; notes however that hundreds of dead dolphins, porpoises and small whales continue to be washed ashore onto West Country beaches every day when pair trawlers are active; and urges Her Majesty's Government and the EU to ban pair trawling for bass immediately, to prevent any further unnecessary slaughter.

That this House welcomes the decision by the TGWU, CMB and the AEEU, who between them represent over 85 per cent. of workers in the brewing industry, to support the acquisition of Bass Brewers by Interbrew; notes that the unions' decision to support the Interbrew acquisition is based on the belief that the deal is the best outcome for Bass brewers' employees; further notes that forced disposals of brands or breweries would undermine employment prospects; believes that Interbrew is a dedicated brewer which will protect consumer choice; and urges the Secretary of State for Trade and Industry to approve this deal unconditionally.

That this House views with concern the increasing tendency towards monopoly within the brewing industry; believes that the proposed takeover by Bass plc of Carlsberg-Tetley Ltd., which would initially control 38 per cent. of the United Kingdom beer market, will create a scale monopoly under the terms of the Fair Trading Act 1973, which would damage the interests of consumers and the industry as a whole; further expresses concern that in 1995 Bass plc established a separate distribution arm called Tradeteam which, despite written commitments made to the workforce at the time of transfer, is forcing down the wages of loyal employees by over ??100 per week; calls upon the company to act honourably to its employees and those in Tradeteam; and urges the Minister to refer the proposed takeover to the Monopolies and Mergers Commission.
