To ask the Secretary of State for Transport, what steps she is taking to ensure that foreign commercial interests do not act to disadvantage domestic producers in the implementation of the Sustainable Aviation Fuel Mandate.
To ask the Secretary of State for Transport, what steps she is taking to ensure that foreign commercial interests do not act to disadvantage domestic producers in the implementation of the Sustainable Aviation Fuel Mandate.
The Sustainable Aviation Fuel (SAF) Mandate can be met through both domestically produced SAF and SAF imported from abroad. To support the production of domestic SAF to contribute towards Mandate targets, the department has run grant funding programmes such as the Advanced Fuels Fund and will be opening another, the Low Carbon Fuels Fund, this summer.
The Revenue Certainty Mechanism will offer a guaranteed strike price to UK SAF producers to help unlock investment and lower risk to get first-of-a-kind UK SAF projects off the ground. To be eligible to apply for the Low Carbon Fuels Fund or the Revenue Certainty Mechanism, the lead applicant organisation must be registered in the UK and the SAF production plant itself must be located in the UK. These measures will help to ensure that domestic SAF producers are supported.
To ask the Secretary of State for Transport, what guidance has her Department provided to the sector on using banking and borrowing flexibilities under the Sustainable Aviation Fuel Mandate to allow the deferral of obligations under the advanced fuel and power-to-liquid sub-mandates over a multi-year period.
The Department for Transport’s Sustainable Aviation Fuel (SAF) Mandate policy allows for up to 25% of the obligation to be fulfilled by SAF supplied in the previous year. It does not allow for further banking and borrowing flexibilities. On 16 June the government published a call for evidence titled “SAF Mandate: SAF supply and industry certainty in an evolving market”. The call for evidence invites respondents to suggest any additional options for flexibility, whilst not undermining SAF production, investment or environmental benefits. We look forward to industry’s engagement in this exercise.
To ask the Secretary of State for Transport, which representatives of the outbound travel and package holiday sector were consulted during the development of the Sustainable Aviation Fuel Mandate and its accompanying cost-benefit analysis.
To ask the Secretary of State for Transport, which representatives of the outbound travel and package holiday sector were consulted during the development of the Sustainable Aviation Fuel Mandate and its accompanying cost-benefit analysis.
The development of the Sustainable Aviation Fuel (SAF) Mandate was subject to extensive consultation. Open consultations, which any individual or organisation could respond to, were conducted in both 2021 and 2023. The Department received responses from stakeholders from a broad range of sectors.
To ask the Secretary of State for Transport, what estimate has been made of the level of buy-out under the sustainable aviation fuel Mandate that would prompt a review of the trajectory of the advanced fuel and power-to-liquid sub-mandates.
To ask the Secretary of State for Transport, what estimate has been made of the level of buy-out under the sustainable aviation fuel Mandate that would prompt a review of the trajectory of the advanced fuel and power-to-liquid sub-mandates.
There is not a specified level of buyout that would prompt a review of the Sustainable Aviation Fuel (SAF) Mandate. We consistently monitor the performance of the SAF Mandate and it has a built-in review process so the government can take action if necessary. On 16 June the government published a call for evidence titled “SAF Mandate: SAF supply and industry certainty in an evolving market”. The call for evidence explicitly asks respondents whether they believe any changes to the HEFA cap or PtL obligation are required. We look forward to industry’s engagement in this exercise.

The Government only supports the use of sustainable biomass in line with UK’s sustainability criteria, irrespective of country of origin. We have consulted on a Common Biomass Sustainability Framework in order to improve consistency across sectors and strengthen criteria in line with the latest evidence.
We will keep the criteria under review as the global biomass market evolves, to ensure the UK has sufficient sustainable supplies, domestically and from imports.

To ask the Secretary of State for Energy Security and Net Zero, whether he plans to align future biomass sustainability criteria with the land-use, land-use change and forestry requirements set out in the EU Renewable Energy Directive III.
The Government has consulted on proposals to develop a Common Biomass Sustainability Framework and is analysing responses received. As stated in the consultation (p18), the sustainability criteria used by other countries and regions will be one of our considerations when deciding what works best for the UK.
The final design of the Framework will be informed by the evidence and views gathered through the consultation.

To ask His Majesty's Government whether the publication and laying of Boiler Upgrade Scheme (England and Wales) (Amendment) Regulations 2026 S.I. 2026/368 using a version not signed by a Minister of the Crown was due to human or computer error; and, if the latter, what evaluation they have made of whether the...

The usual procedures within the Department were followed with S.I. 2026/368 and the correct version of the S.I. was signed by the Minister.
However, during the drafting process several versions of the S.I. were created to correct several minor formatting issues, and on examination an incorrect version of the S.I. was then laid before Parliament and published. Whilst the Lawmaker software used to draft S.I.s system may have contributed to the generation of multiple versions of the S.I., it was human error that led to the failure.
The Department has taken steps to address these issues, and has also reviewed improvements to the process to ensure that the version that is sent for registration is clearly identified and confirmed as the correct version.
To ask the Secretary of State for Business and Trade, what assessment he has made of the potential impact of the removal of tariffs on US ethanol imports on the UK's bioethanol industry.
To ask the Secretary of State for Business and Trade, what assessment he has made of the potential impact of the removal of tariffs on US ethanol imports on the UK's bioethanol industry.
The 1.4 billion litre duty free tariff rate quota (TRQ) for US ethanol imports was introduced as part of the negotiation of the General Terms for the UK-US Economic Prosperity Deal (EPD).
Discussions on the EPD are ongoing, covering tariff and non-tariff barriers, including digital and services trade.
Impact assessments are completed at the conclusion of a trade agreement.
The great work by my hon. Friends to clean up our rivers, lakes and seas risks being undermined, particularly in the eastern region, where a biomass-fuelled power station is at risk of closure due to the end of Government support. More than half a million tonnes of poultry litter risks being spread on to the land, impacting our water networks. Will my hon. Friend meet me to discuss how we can prevent that from happening?

We are working on successor schemes to the green gas scheme. It is imperative that that poultry litter is not spread on land and that an alternative is found. I am very happy to meet my hon. Friend to discuss this topic.

We do not recognise these claims.
No final decisions around the deployment of large-scale bioenergy with carbon capture and storage projects have been made, and any support would need to provide value for money for taxpayers.
Biomass, including woody biomass sourced from forests, if sourced sustainably, can be considered a low carbon resource. Government only supports the use of biomass in line with our sustainability criteria. To ensure that BECCS delivers genuine negative emissions, detailed biomass sustainability criteria will be developed for BECCS.
