To ask Her Majesty's Government, further to the Protocol on Ireland/Northern Ireland, whether EU officials at Derry City Airport will check (1) goods arriving from Great Britain, and (2) goods arriving from the Republic of Ireland.
To ask Her Majesty's Government, further to the Protocol on Ireland/Northern Ireland, whether EU officials at Derry City Airport will check (1) goods arriving from Great Britain, and (2) goods arriving from the Republic of Ireland.
There will be no port or airport at which EU officials will be conducting checks on goods moved between Great Britain and Northern Ireland. Under Article 12(2) of the Northern Ireland Protocol, the role of EU officials’ is limited to the right to be present during the activity of UK authorities relating to the implementation and application of EU law under the Protocol, and activities relating to the implementation and application of Article 5 of the Protocol, relating to the movement of goods. All procedures under the Protocol will be carried out by UK authorities. The 17 December 2020 Joint Committee Decision on Article 12 reflects these arrangements.
In practice, this could include EU officials being present at any ports or airports in Northern Ireland where UK authorities are undertaking activities within the scope of Article 12. This would include, for example, Belfast Port, Larne Harbour, Warrenpoint Port, Foyle Port and Belfast International Airport, all of which have been designated as Points of Entry for SPS goods. However, it will be for the EU to decide upon how they propose to allocate those officials present in Northern Ireland, in line with the relevant requirements of the December Joint Committee Decision.

To ask the Secretary of State for Culture, Media and Sport, what steps the Government is taking to support Liverpool's status as a City of Music as declared by UNESCO.
The Government will be providing over £12 million of public funding via the Arts Council to support arts organisations in Liverpool in 2015/16. The Arts Council has also supported major capital projects in Liverpool including over £16 million towards the redevelopment of the Everyman Theatre and over £7 million towards the refurbishment of the Royal Liverpool Philharmonic Orchestra's Liverpool Philharmonic Hall.
Venues in Liverpool such as Constellations, Lomax and the Zanzibar Club demonstrate the impact of Government's approach to entertainment licensing, planning guidance and business rates relief, all aimed at supporting and promoting music across the UK.
The Government supports the UNESCO Creative City Network, including Liverpool as a designated City of Music through its membership of UNESCO. The UK National Commission for UNESCO will be holding a workshop with Liverpool and the UK’s other Creative Cities to consider new opportunities and practical ways of working together to enhance the benefits that UNESCO accreditation brings, both nationally and internationally.

The Secretary of State for Culture, Olympics, Media and Sport has had no discussions on the closure of Durham City Arts (DCA). However, the Department for Culture, Media and Sport is aware that DCA applied to Arts Council England (ACE) for funding from its National portfolio funding programme, but was not successful. ACE held a number of conversations with Durham county council, who were the joint funders of DCA, to consider alternative funding options. The decision to cease operation was taken by DCA's board. Decisions for funding of arts organisations are made independently of Government.
ACE continues to invest in County Durham and currently supports: three arts festivals, via Gala Theatre; and two organisations, including, Durham Book Festival and TIN Arts. Additionally, Beamish and Bowes Museum have been successful in gaining Major Partner Museum funding. Funding to County Durham through regular ACE funding in 2012-13 has increased significantly from that allocated in previous years (from £118,538 in 2011-12 to £379,000 in 2012-13).
