To ask the Secretary of State for Housing, Communities and Local Government, if he will hold discussions with Causeway Coast and Glens Borough Council on additional UK Government support for the Coleraine Future Town Fund.
The government’s flagship Pride in Place Programme will provide up to £20 million each to 244 places over the next decade, including Coleraine.
As part of the Pride in Place Programme, the Coleraine Future Town Fund board, and Causeway Coast and Glens Borough Council as the Accountable Body, are receiving dedicated support from the Communities Delivery Unit in the Ministry of Housing, Communities and Local Government.
The Communities Delivery Unit will work with other government departments to identify relevant programmes, data and support for the Coleraine Future Town Fund board, and Causeway Coast and Glens Borough Council, as they develop and deliver their local plans.
That this House notes the significant private sector investment in the former property of the Coleraine Chronicle and Northern Constitution newspapers on Railway Road in Coleraine, Co. Londonderry which has resulted in the property which dates back to 1898, now becoming a thriving business hub in the town centre; and warmly congratulates local businessman John Armstrong who has pioneered the venture and expresses the hope that public sector investment can be utilised in similar ways to assist town centre high streets become more viable and attract additional business and footfall.

The government has inherited an extremely difficult fiscal environment and has a responsibility to fix the foundations of our economy, to ensure economic stability.

In the 2013 economic pact between the UK government and the Northern Ireland Executive, ‘Building a Prosperous and United Community’, we agreed to consider designating a range of sites within any Northern Ireland Enterprise Zone as areas for Enhanced Capital Allowances, should the Executive propose them.
This year, we delivered the necessary legislation to provide for Enhanced Capital Allowances in the Executive’s pilot Coleraine Enterprise Zone.

The designation of Enterprise Zones in Northern Ireland is the responsibility of the Northern Ireland Executive. Budget 2014 announced that the government would support the Executive’s pilot Enterprise Zone near Coleraine by offering enhanced capital allowances to investors within that Zone. The government intends to introduce the necessary legislation soon, and is working closely with the Executive on the final administrative steps.

At Budget 2014, the Chancellor announced that businesses located within the Executive’s proposed pilot Enterprise Zone near Coleraine will benefit from Enhanced Capital Allowances (ECAs) until 2020.
Implementing this measure is a matter for the Executive in Northern Ireland. I understand that work to finalise proposals is ongoing.

An announcement on the way forward following the recent consultation on the future of vehicle registration and licensing services in Northern Ireland will be made as soon as I have heard all representations on the matter and have had the opportunity to consider these. This will be as early as possible in the new year.

The decision on the future of the vehicle licensing work carried out at the DVA in Coleraine is the responsibility of the Under-Secretary of State for Transport, my hon. Friend the Member for Scarborough and Whitby (Mr Goodwill). I have discussed the matter with him and his predecessor at length on a number of occasions. I have made clear to him the concern felt about the potential loss of these posts and emphasised that it is very important to look at the wider economic impacts of any possible decision that would involve removing work from the DVA. My hon. Friend will also need to weigh efficiency issues for Department for Transport and the need to deal with the deficit as well as considering the best way to ensure that drivers in Northern Ireland can access the same level of electronic and web-based services to licence vehicles that is available in GB.

I have had a number of discussions with Department for Transport colleagues on this matter who have assured me that they will consider carefully all the relevant factors before reaching a decision. I met the Northern Ireland Minister for the Environment today and we discussed the matter further.
The supplementary consultation into the future of the Driver Vehicle Agency in Northern Ireland closed on 11 September and responses are being analysed. This is a matter for the Department for Transport and it is not for me to prejudge the outcome of the consultation.

Although I do not expect the Minister to have the answers to the consultation yet, will he agree to meet me, my hon. More importantly, will he take this opportunity to remove the smear levelled at workers that there were sectarian issues that would lead to the closure of the office when none has ever been reported?

Consolidation of the delivery of vehicle services at the Driver and Vehicle Agency in Coleraine has been examined, along with other options for the future delivery of vehicle registration and licensing services in Northern Ireland. This has been considered as part of the analysis of the optimum delivery of enhanced vehicle services to motorists in Northern Ireland. No final decisions have yet been made.

No discussions have been held with local residents in Coleraine. Driver and Vehicle Licensing Agency officials have worked closely with their counterparts in Northern Ireland to analyse options for delivering enhanced vehicle services to Northern Ireland motorists. No final decisions have yet been made.
