Flood risk assessments used in property transactions are typically drawn from environmental searches obtained through commercial search organisations. The Council of Property Search Organisations (CoPSO) is the leading trade association for search organisations. Members are required to adhere to a code of practice which sets standards across the search industry.
Conveyancers share search results with clients in line with their duty to act in the client’s best interests. Where clients have concerns, the Law Society recommends conveyancers should advise seeking further input from environmental experts.
On 6 October, my department published two consultations outlining reform proposals to transform home buying and selling. These contained proposals to ensure buyers receive comprehensive upfront property information, including information on flood risk. The consultations can be found on gov.uk here and here.

On 6 October, my Department published two consultations outlining reform proposals to transform home buying and selling. They can be found on gov.uk here and here.
The consultations included proposals to require sellers and estate agents to provide upfront property information. This might include information relating to leasehold terms, property condition, and purchasing chains.
In the consultations in question we also made clear our intention to switch on measures in the Leasehold and Freehold Reform Act 2024 to speed up the provision of information for leaseholders and homeowners on private or mixed tenure estates who wish to sell their property.
We are now reviewing the feedback received and will set out details of next steps later this year.

The government has consulted extensively with stakeholders about plans to require the registration of tax advisers who interact with HMRC on behalf of their clients.
This includes the 2024 consultation ‘Raising standards in the tax advice market: strengthening the regulatory framework and improving registration’ and a technical consultation on draft legislation published in summer 2025.
HMRC will continue to work with the industry ahead of implementation and consider concerns raised by stakeholder groups, including conveyancers.
HMRC has released a tax information and impact note on GOV.UK. The note details how the measure is expected to affect businesses that provide professional tax services and interact with HMRC on behalf of their clients.
