It is estimated that the next of kin (NOK) of some 8,000 armed forces personnel, who have died on operations, or as a result of an act of terrorism, from 1 January 1948 to date, will be eligible to receive the Elizabeth Cross and Memorial Scroll. The eligibility criteria and how to apply were outlined by the Secretary of State for Defence, my right hon. Friend the Member for Coventry, North-East (Mr. Ainsworth) in his written ministerial statement of 1 July 2009, Official Report, columns 18-21WS. It is not possible for the Ministry of Defence (MOD) to determine how many NOK will actually apply, when they may choose to apply and where they live. Therefore it is not possible to identify how many families in the Crosby constituency will receive the Elizabeth Cross in 2009.

The Government allocate funding to police authorities as a whole. The allocation of resources in Crosby constituency is a matter for the chief constable of Merseyside police and the police authority, who are responsible for assessing local needs.Merseyside's final budget was £307.3 million for 2007-08 and £317.1 million for 2008-09.

All new homes built in England in the last five years have been required to meet the energy efficiency standards set out in Part L of the Building Regulations. The Part L standard for new homes was raised by 25 per cent. in 2002 and by a further 20 per cent. in 2006. This requirement will progressively increase leading up to the target for all new homes to be zero carbon from 2016. The following table shows the total number of new build dwellings in the north-west region for each year from 2004-05 onwards.
The Government's Standard Assessment Procedure (SAP) provides an energy rating for new dwellings by demonstrating compliance with Part L of the Building Regulations. In general, homes built to current Part L correspond with SAP ratings of B or C. Some homes are built to exceed minimum regulatory standards, for example as a result of building to the Code for Sustainable Homes.

The information is not available in the format requested. However, the Crosby constituency is served by the Sefton Primary Care Trust (PCT). The following table shows the revenue allocations for Sefton PCT for each of the last five years.
There is currently one general practitioner (GP)-led health centre open in Sefton PCT, as well as two additional GP practices commissioned as part of the Equitable Access to Primary Care initiative. These services opened to patients in April 2009.It is the responsibility of PCTs to plan, develop and improve health services according to the needs of their local populations. The Department does not collect information on what infrastructural improvements have been made to health care facilities by particular PCTs. This information should be obtained from the PCT directly.

Capital funding for schools is allocated on a local authority rather than on a constituency basis. Accordingly, records are kept on a local authority basis. Funding allocated to Sefton local authority in the past five years is set out in the following table.
Sefton was also allocated £23.7 million in 2007-08 to rebuild one of its secondary schools, through the BSF one-school pathfinder programme.The Department does not keep records of individual projects, as local authorities decide priorities in their commissioning role.

There were no substantive changes to tenants' rights following the transfer of homes from Sefton council to One Vision Housing in 2006 following a vote by tenants. One Vision Housing is regulated by the Tenant Services Authority, which will be developing new standards for landlord performance in 2009.

The hon. Lady is mistaken about what James Crosby actually proposed. He was not dealing with the question of the bad assets in the banks—that was being dealt with separately. He was asked to consider how to get mortgage lending going again—again, at the time, that was something that the Conservative party was in favour of. He suggested that the Government should underwrite some of that new lending. That has a great deal of merit, and it is something that I set out in the pre-Budget report. I am afraid that the hon. Lady was just plain wrong in what she said.

The hon. Lady will be aware that when we recapitalised the banks in October, we imposed restrictions on the payment of cash bonuses to board members. I believe that bonuses should reward success, not failure, and many people who work for banks are not well paid in comparison with some of the people at the top. If the former work hard, they should be rewarded for doing so. I agree with the hon. Lady that people who are associated with the losses should not receive anything, and we must end the culture that has encouraged people to take reckless risks that the boards of the banks patently did not understand. It has had disastrous consequences for them, for this country and for the rest of the world.

My hon. Friend is right. The co-ordinated European recovery plan, which was agreed by Finance Ministers and leaders in the EU, includes a fiscal stimulus of a similar size to the one that we pioneered in this country. Germany may have had a few words to say, but it has introduced the largest fiscal stimulus since the second world war, at €82 billion. The French have a €26 billion fiscal stimulus and the Spanish a €25 billion one. Even the Canadians, who used to be on the side of the do nothing party, have announced a $32 billion fiscal stimulus. Everyone is doing it but the Tories.
