As part of the Union Connectivity Review (UCR), independently chaired by Sir Peter Hendy CBE, an assessment will be made on the feasibility of a fixed transport link between Great Britain and Northern Ireland. This study will solely focus on the technical viability of such a construction and will outline an estimation of its potential costs and timescales.
As with the wider UCR, the Fixed Link Feasibility Study is independent of Government and is being led by Professor Douglas Oakervee CBE and Professor Gordon Masterton OBE, with support from a dedicated engineering function.
As with any assessment at this early stage, it is important to consider the broad range of options, so a route between Holyhead and Dublin is being assessed as a comparator. Since this route is not the main focus of the study, only high-level discussions around it have taken place. These have been facilitated by the independent technical team leading the study.

The Cabinet Office regularly publishes expenditure, broken down by supplier, on a monthly rolling basis on GOV.UK, including expenditure on the cross-government Transition public information campaign.
As part of this major campaign, the Foreign, Commonwealth and Development Office is running a strand of activity focused on UK nationals who live and work in EU and EFTA countries. The campaign focuses on four key actions UK nationals may need to take around residency applications or registrations, healthcare provision, passport validity and driving licences. The messages are tailored for each country so that UK nationals are aware of the actions that may apply to them. Communications centre on digital channels, radio, print media and a range of outreach events run by embassies locally. All activity signposts UK nationals to GOV.UK with specific information for each country.

In general terms, my Department would not expect there to be a major effect on the Port of Liverpool of leaving the EU without a deal, nor therefore, through such impacts, on the regional or national economy.

We want our future relationship with the EU to be a deep and special partnership. We are confident that this is very much in the interests of both sides, so we approach these negotiations anticipating success. The Government does not want or expect a no deal outcome and the agreement on an implementation period makes such an outcome less likely.
However, a responsible Government should prepare for all potential outcomes. We have been engaging with border locations and the border industry to understand the operational impacts of any potential changes, especially at key locations like Dover, the Channel Tunnel and Holyhead, which handle large volumes of EU traffic.
