In 2017, Ministers committed to providing visualisations of the rolling stock depot and viaducts proposed in my constituency by HS2 Ltd. After a whole year of delaying, HS2 Ltd is now refusing to deliver on this commitment and ignoring Ministers. Will the Prime Minister ensure that within the next week, my constituents get the visualisations of the viaducts and rolling stock depot that they were promised, so that they are able to comment on the draft environmental statement?

After a whole year of delaying, HS2 Ltd is now refusing to deliver on this commitment and ignoring Ministers. Will the Prime Minister ensure that within the next week, my constituents get the visualisations of the viaducts and rolling stock depot that they were promised, so that they are able to comment on the draft environmental statement?
I recognise the concern that my hon. Friend’s constituents have raised about this issue and thank her for the hard work that she has undertaken
to campaign on this issue on her constituents’ behalf. I understand that my right hon. Friend the Transport Secretary is aware of this issue. He is urgently looking into it, and I encourage my hon. Friend to continue to engage with him on this matter to ensure that her constituents get what they were promised.

The surveys that my honourable Friend refers to show information about people’s properties, and need to be viewed alongside other data to be interpreted correctly. I have asked HS2 Ltd to provide a thorough briefing to my honourable Friend including these surveys.

The 2015 Spending Review established a funding envelope for Phase Two of £28.55bn (in 2015 prices). Following the transfer of scope of Crewe Tunnel between Phase 2a and Phase 2b, total funding of £25.07bn has been allocated to Phase 2b (including provision for rolling stock). HS2 Ltd is expected to manage all elements of the delivery of Phase 2b from within the overall funding provision. As such, there is no separately designated funding for the section of track running through the Eddisbury constituency.

As of the week ending 8-9-17, approximately 217 environmental surveys had been recorded in and around the Eddisbury area.
To date, HS2 Ltd has recorded a total of 90 land access licences as having been agreed entirely or partially within Eddisbury. The corresponding number for those entirely within Eddisbury is 52.

HS2 Ltd.’s technical work on the Phase 2b route is summarised in the HS2 Ltd. route refinement advice that was published on 17 July. I am happy to arrange a technical meeting for the hon Member for Eddisbury to speak with HS2 Ltd. engineers to talk through any further engineering questions in detail.

HS2 Ltd has not commissioned or used any satellite data analysis as current evidence does not suggest they are able to detect movements in rural areas with the accuracy required. HS2 Ltd are however investigating other analysis techniques and is reviewing the practicality of installing corner reflectors on the ground, in order to increase the accuracy of satellite data. Combined with other monitoring, this may enable subsequent and more modern satellite survey data to be analysed in sufficient detail.

According to High Speed Two (HS2) Limited data, 567 properties are within one kilometre of the proposed HS2 route in the Eddisbury constituency.
I think everybody recognises that the way that schools have been funded in the past has been unfair and many pupils have been missing out. That is why I think it is right for us to look at bringing forward a new fair funding formula, making sure that funding is attached to children’s needs. Of course we recognise the particular issues of rural areas in this, and that is why, within the fair funding formula, additional funding for such schools has been included. But, of course, the Department for Education has this out for consultation at the moment, and I would urge my hon. Friend to make her representations as part of that consultation.

HS2 will negotiate access to land with landowners to undertake geological surveys as a part of the Hybrid Bill process following the decision of the route as done on Phase 1 and Phase 2a. It would not be appropriate to intrude on landowners where there is no confirmation of the route.
Both the study and the re-review will be used to support technical decisions contributing to a route announcement scheduled for later in 2016.
