To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what outcomes have resulted from the UK High Commission in Islamabad’s engagement with civil society and human rights defenders.
Our High Commission in Islamabad engages regularly with civil society organisations and human rights defenders to monitor risks and to inform UK advocacy and programming. This engagement has helped shape UK funded work that has, for example, delivered the first Child Labour Surveys in Khyber Pakhtunkhwa and Punjab in nearly two decades; provided technical support to strengthen child protection laws and policies, including the establishment of model Child Protection Units; and supported community level initiatives that improve access to services and justice for vulnerable groups. The High Commission has also supported efforts to advance media freedom, including UK backed advocacy that contributed to Pakistan's Protection of Journalists and Media Professionals Act (2021). We continue to use insights from this engagement to advocate for fundamental freedoms and due process for all Pakistan's citizens.

The Government has made its position on the Iranian regime clear, whether in relation to its state threat activity (see the Security Minister's oral statement on 4 March 2025), its repression of human rights protests at the turn of the year (see the Foreign Secretary's oral statement on 13 January), or its attacks on its Gulf neighbours in recent weeks (see the Prime Minister's oral statement on 2 March).
FCDO officials continue to raise all these issues on a regular basis with the Iranian embassy in London, along with a range of other issues affecting UK national interests, such as the cases of British nationals under detention in Iran. That kind of engagement has been maintained ever since the previous government permitted the Iranian embassy to reopen in London in 2015, as the Rt Hon Member can see from the answers of 20 September 2016 to Question 46281, 16 November 2016 to Question HL3001, 21 November 2017 to Question 113527, 22 January 2019 to Question 208787, 10 November 2020 to Question HL9786, 16 June 2021 to Question 14181, 18 and 19 October 2022 to Questions 59952 and 59003, and 25 May 2023 to Question 185892.
Similarly, she will be aware that representatives from the FCDO have regularly attended the Iran National Day event since the Iranian Embassy was re-opened in 2015, including when the Rt Hon Member was the Home Secretary.

The UK funds numerous projects in support of the Preventing Sexual Violence in Conflict Initiative (PSVI) through our central programme and posts overseas, including a strong focus on our current PSVI focus countries - Bosnia and Herzegovina, Colombia, Democratic Republic of the Congo, Ethiopia, Iraq, South Sudan, and Ukraine - and on current major conflicts in which conflict related sexual violence (CRSV) has become a significant issue. For example, in February, the Foreign Secretary announced £20 million of new UK funding to support survivors of CRSV in Sudan, to be delivered through the British Office Sudan.

Section 1 of the Diplomatic and Consular Premises Act 1987, which governs UK Ministerial consent for use of the land as an embassy, includes consideration of all material considerations, and in particular the safety of the public, national security and town and country planning. Embassies are also expected to respect local laws, including the Building Regulations and planning legislation. In terms of planning enforcement by local planning authorities, I refer the Noble Lord to the answer given to Question UIN 43486 on 16 April 2025. In terms of enforcement by building control authorities, under the Vienna Convention on Diplomatic Relations, embassies and their staff are protected from the jurisdiction of the host country's courts.

Foreign, Commonwealth and Development Office staff overseas would not normally provide any assistance to non-working Royals on private visits overseas, and we can find no record of any contact between Andrew Mountbatten-Windsor and our overseas network during the period in question.

I refer the Noble Lord to the answer provided on 4 April 2025 to Question HL6121, and to the subsequent statement made to the House by Baroness Anderson of Stoke‑on‑Trent on 26 January setting out the decision taken by the Secretary of State for the Ministry of Housing, Communities and Local Government (MHCLG).
We have been clear throughout that the planning decision was for the Secretary of State at MHCLG to make in an independent, quasi-judicial capacity.
While it has been clear for a number of years that we need to rebuild our own Embassy in Beijing, which is in a poor condition and not suitable for managing a diplomatic relationship with a country as consequential to UK and global interests as China, that cannot be, and has not been, factored into this planning decision by the Secretary of State at MHCLG.
