Richard Ottaway: To ask the Secretary of State for Environment, Food and Rural Affairs if her Department will launch a public information campaign alerting businesses to their legal obligations as producers of waste. [183197] Mr. Morley: The Department is taking a range of measures to inform businesses of their legal obligations as producers of waste. Defra has issued a code of practice and information leaflet covering the duty of care requirements which are set out in Section 34 of the Environmental Protection Act 1990. We are currently reviewing the duty of care regime which will result in a consultation later in the year and should assist in raising public awareness. With the forthcoming changes to the management of hazardous waste, a dedicated hazardous waste web portal will be available at www.hazardouswaste.org.uk from the 16 July 2004. Other measures to inform businesses of these changes include leaflets, updated and signposted Defra, Environment Agency and Envirowise websites, press releases, case study material and a communication network, established primarily through the Hazardous Waste Forum. The Envirowise programme, which is partly funded by Defra, offers businesses in the UK advice on their legal obligations relating to waste, together with a range of support and guidance on waste minimisation. Defra and the Department for Trade and Industry are informing businesses of their obligations under the Packaging Regulations and the forthcoming Waste Electrical and Electronic Equipment (WEEE) Regulations and End of Life Vehicles (ELV) Regulations. For example, during the implementation of the WEEE directive the Government have organised over 50 workshops to alert stakeholders to the regulations. Defra also supports the Environment Agency-led NetRegs project, which provides businesses with an online plain English guide to the environmental legislation that applies to them, and how to comply with it.

Mr. Sayeed: To ask the Secretary of State for Environment, Food and Rural Affairs what plans her Department has to make waste minimisation and recycling mandatory for the commercial sectors to achieve a reduction in overall commercial waste levels. [115940] Mr. Meacher: The Department has no plans to make waste minimisation or recycling mandatory for the commercial sectors. However, there are already a number of mechanisms in place that are designed to achieve an overall reduction in commercial waste levels. The Government has set a target to reduce, by 2005-06, the amount of commercial and industrial waste going to landfill to 85 per cent. of 1998 levels. Current estimates suggest that we are on course to meet this target. The Producer Responsibility Obligations (Packaging Waste) Regulations 1997 (as amended) set targets for the recovery and recycling of packaging waste and provide incentives to minimise the amount of packaging handled. Between 1999 and 2002, the amount of packaging waste sent to landfill fell from 5.7 to 4.4 million tonnes, although the 2002 figure is still provisional at this stage. The Government will additionally be setting targets for the recovery and recycling of electrical equipment. The Government has entered into a voluntary agreement with the newspaper industry, which has seen recycled content of newspapers increase to well over the target of 60 per cent. last year. The Government is looking to enter into more agreements of this kind. Envirowise, is a Government funded business support programme dedicated to making businesses more resource efficient, saving money by minimising waste. Last year alone, Envirowise helped UK businesses to achieve annual cost savings of over £175 million, with a reduction of 1.6 million tonnes of solid waste. It also funds the Sustainable Technologies Initiative that provides funding for research and development projects aimed at minimising waste at source. Finally, the Waste and Resources Action Programme (WRAP) is helping to create stable and efficient markets for recycled materials and products, and remove the barriers to waste minimisation, re-use and recycling. This should help to make all recycling more commercially viable, including that which is produced by the commercial sector.

[104546] Mr. Meacher: Government are taking a number of steps aimed at reducing waste arisings and increasing re-use. In agriculture, we have set up the Agricultural Waste Stakeholders' Forum to inform the development of the Regulations for applying the Waste Framework Directive to agricultural waste. The Forum's terms of reference include identifying and encouraging opportunities to reduce the production of agricultural waste and are available at http://www.defra.qov.uk/ environment/waste/aqforum/index.htm Re-use of construction and demolition waste, and some types of mineral waste that can be substituted for newly won aggregates, will be encouraged through exemption from the Aggregates Levy which was introduced on 1 April 2002 at a rate of £1.60 per tonne for virgin aggregates. The Levy also encourages economy of use and less waste of aggregates at construction sites. Some funding from the Levy has also been set aside to fund projects which aim to minimise the demand for primary aggregates. On commercial waste, Defra jointly with DTI, funds the Envirowise programme which provides free independent help and advice on environmental issues, resource efficiency and sustainable business solutions to UK companies. Waste minimisation and effective resource management are central to its aims. It is based on the principle that good environmental sense makes good business sense, and that companies can save money through resource efficiencies. Launched in 1994, Envirowise delivers its messages principally via a freephone national Helpline; On-site Resource Efficiency visits to small and medium sized enterprises by a Helpline advisor; training events; a website; and the dissemination of case studies and good practice guides. The Waste and Resources Action Programme (WRAP) also includes removing the barriers to waste minimisation and re-use as part of its mission. The Strategy Unit's report `Waste Not, Want Not' made a number of recommendations on waste minimisation and re-use. The government is considering its response to these recommendations, which it aims to publish around the time of the Budget.

Mr. Singh: To ask the Secretary of State for the Environment, Transport and the Regions what steps the Government are taking to help small and medium businesses improve their environmental performance. [62215] Mr. Meacher: By setting up a single environment and energy helpline (0800 58 57 94), the Government are making it very much easier for SMEs to find out how they can improve their environmental performance. The Helpline, which will be run under the auspices of the Government's Energy Efficiency and Environmental Technology Best Practice Programmes, will come into operation today. It will provide callers with free access to: impartial best practice information up to two hours telephone assistance from an energy or environment expert; and, where it would be beneficial on-site technical advice, where this would be beneficial and worthwhile. Small and medium businesses are an important part of the UK economy. There are about 3M firms, 80,000 of which employ 20 to 250 people. They employ around 4 million people and have a turnover of £4 billion. They are also responsible for one-third of the carbon dioxide emissions from business and a significant proportion of other waste. Smaller companies therefore have a significant role to play to help meet our climate change targets. There can be significant benefits in improving environmental performance for companies of all sizes. On average, a fifth of energy and a quarter of a company's waste can be avoided cost-effectively. Saving resources saves money and improves competitiveness--gain, not pain. The Government's two Best Practice Programmes provide authoritative advice on how to improve environmental and energy efficiency performance. For business, there are competitiveness advantage. And, for everyone, there are environmental advantages. The Energy Efficiency Best Practice Programme, for example, has helped to save energy worth around £650 million a year and consequently 3.25 million tonnes of carbon-- across the nation. To ensure this new initiative is a success, the helpline will be closely co-ordinated with Government Office Regional Energy and Environmental Management Contacts (REEMCs), Business Links, green business clubs, the Energy Saving Trust's Energy Efficiency Advice Centres, the Environment Agency's regional offices, Training Enterprise Councils and local authorities.

[35757] Mr. Battle: The Environmental Technology Best Practice programme is continuing to encourage companies to reduce their costs and improve their competitiveness through waste reduction and improved environmental performance. The programme provides case studies of firms already engaged in waste reduction or other cost saving environmental good practice, benchmarking studies using environmental performance guides to enable companies to compare their performance, and guides to help companies adopt better environmental practices which reduce their costs. In addition to numerous articles in trade and other media, since 1 May 1997 the programme has published 51 case studies, environmental performance or benchmarking studies, and guides to good practice; held 40 workshops, seminars and site visits for industry participants; responded to almost 25,000 calls to the Environmental Helpline (a freephone inquiry service); given counselling visits to more than 250 small enterprises; and added the engineering and ceramics sectors to its main themes on waste minimisation and cleaner technology and its focus on volatile organic compounds and the foundries, metal finishing, textiles, printing, paper and board, chemicals, glass, food and drink industry sectors. This year the programme will expand further its specific areas of interest to include the plastics sector and packaging. The programme is also working with trade, local business support organisations and other intermediaries to disseminate waste minimisation and clean technology information to companies. In Wales, for example, the programme is working closely with the Welsh Business and Environment Campaign.
