That this House commends the work of FareShare Sussex and Surrey in tackling hunger and food waste across Surrey and Sussex; recognises the redistribution of 2,560 tonnes of surplus food to the region, helping 28,500 vulnerable people each week and saving charities £16.5m annually in food costs; celebrates the one year anniversary of the opening of the Guildford warehouse which redistributed of over 276 tonnes of surplus food in the last year, equating to nearly 658,000 meals for people at risk of food poverty; applauds their achievement of more than doubling the number of community organisations which it supports, from 17 to 38 each week; further applauds the contribution of 23 staff members and 728 volunteers who have dedicated over 32,963 hours to this cause last year; acknowledges the organisation’s commitment to environmental sustainability and reducing food poverty in some of the most deprived areas across Surrey and Sussex; further celebrates FareShare’s national network of food redistributors, with 35 regional centres across the country; and calls on the Government to continue supporting initiatives that address food insecurity and tackle environmental challenges through surplus food redistribution.

That this House congratulates FareShare, the UK’s leading food redistribution charity, on its 30th anniversary; applauds FareShare for redistributing the equivalent of 135 million meals last year, equating to four meals per second, to over 8,000 frontline charities and community groups in almost every constituency across the UK; recognises the charity’s significant social return on investment, delivering £13 in savings for every £1 spent through benefits to individuals and the state; and urges the Government to work with the charitable food redistribution sector to implement effective measures that further reduce food waste, increase surplus food redistribution to those in need, and strengthen communities throughout the United Kingdom, as the need for such collaboration is more pressing than ever.

The Defra food waste prevention programme has provided grants of nearly £12m to over 300 organisations since 2018. FareShare was awarded around £3m of funding, helping to set up the Surplus with Purpose Fund, and supporting the infrastructure required to distribute surplus food. Whilst we are not planning any further grants, we remain committed to food waste prevention action, investing £2.6 million this year to combat food waste in the supply chain and in the home through working with the Waste and Resources Action Plan (WRAP).
Almost 343,000 meals were redistributed in Glasgow South West thanks to FareShare and other charitable organisations, yet FareShare says that its Government funding has been cut. Does the Secretary of State intend to meet FareShare and concerned Members of the House to discuss its funding, so that we can support its #FoodOnPlates campaign?

I met FareShare recently to discuss a particular proposal it had around trying to ensure that waste on farms was redistributed where possible. We did increase the funding for FareShare temporarily during the coronavirus pandemic, and we continue to support it, but obviously I will look into the specific case he raises.

Building on the significant support given to the most vulnerable during the initial months of the pandemic, the Government has announced a winter support package of interventions to support the economically vulnerable. This package includes increasing the value of Healthy Start Vouchers, the national rollout of the Holiday Activities and Food programme, and a £170m Covid Winter Support Grant to local authorities which started in December to support households with food and other essential costs.
The winter package also includes £16m of funding for Defra to support food charities with the purchasing and distribution of food to the vulnerable over a 12-week period starting from the beginning of December. This funding stream is being managed by the food redistributor FareShare.
After 8 weeks of the scheme, FareShare have purchased 4,391 pallets of food which is equivalent to approximately 6.8 million meals. The food has so far been distributed directly to 3,942 charities across England.
3,449 of these are within the FareShare network. These organisations have received 1,762 tonnes of food, which is equivalent to around 4.2 million meals.
493 organisations from outside of FareShare's network have also been supported. These organisations have received 435 tonnes of food, which is equivalent to around 904,000 meals.
We work closely with FareShare, as we always have. As the hon. Gentleman points out, we did make available some additional funding to help it to support the financially vulnerable during this pandemic. Obviously, as we go into winter we keep all these matters under review.

We are working closely with FareShare and other food aid organisations to identify the impacts COVID-19 is having on front-line charities that provide food, and to ensure that those who are financially vulnerable have access to food and essential supplies.
We have worked with FareShare to quantify the current and forecast supply and demand of food to food aid charities, including the hundreds of charities who have asked for FareShare’s support since COVID-19. We welcome the efforts of the food industry to support food aid organisations, including the FareShare network, through pledges of donations of food and funds.
We are working through the Food and Essential Supplies to the Vulnerable Ministerial Task Force to identify where Government can best support front-line food charities, in the context of the gap between supply and demand, and the support already shown by the food industry.

The Government has instigated a variety of actions to increase surplus food redistribution to ensure that it goes to people in need. The Waste and Resources Action Programme (WRAP), supported by the government, launched the Courtauld Commitment 2025 in March 2016. The Courtauld Commitment 2025 is an ambitious ten year voluntary agreement that brings together organisations across the food system to identify priorities, develop solutions and implement changes at scale, both within signatory organisations and by spreading new best practice across the UK. Business signatories including Fareshare have agreed an ambition to work collaboratively with WRAP to double the amount of surplus food they redistribute by 2020 against a 2015 baseline of 15,000 tonnes.
At the end of 2017, the Government announced a new £500,000 fund to be administered by WRAP to support charities, like Fareshare, to redistribute surplus food to those in need.

That this House acknowledges the innovative partnership between FareShare, Asda and its suppliers to distribute 1,500 tonnes per year of surplus chilled and fresh food to charities and community organisations across the UK; commends Asda's donation of £100,000 to grow FareShare's capacity to receive this additional food which is a 41 per cent increase in the total amount of all food currently redistributed by FareShare in a year; recognises the excellent work of Asda and FareShare in both reducing food waste and tackling food poverty; and notes that this is the first national partnership of its kind on this scale and a model of best practice for the UK grocery retail sector, providing up to 3.6 million meals per year and saving the charity FareShare £4.5 million, freeing up much-needed money for investment in other essential services.
