The Prime Minister will not answer, but it is obvious that the route to Scottish independence is now elections, and we know there will be many of them.
Inequality has a cost. In France, middle earners earn 20% more than those in the UK, and low earners earn 25% more. This inequality is why the cost of energy and the cost of living are hitting people worse in the UK —incidentally, that is why I am for independence, so that we can choose a better path. In the meantime, in my constituency there are both more off-grid fuel customers and a higher rate of fuel poverty than in Northern Ireland. Will the Prime Minister do the right thing and extend the £200 payment that is going to Northern Ireland to the off-grid customers in my geographically distinct constituency in the Hebrides on the basis of fairness—yes or no?

My officials continue to engage with the Islands partners and most recently met with the Islands Deal Programme Director on 2 August and 4 September to discuss next steps.
Officials also spoke with the Leader of Orkney Islands Council on 27 August.

The fishing vessel Louisa sank off the Scottish coast on 9 April 2016. The Marine Accident Investigation Branch (MAIB) is seeking to raise the vessel as part of its investigation to establish the causes and circumstances of the accident.
The Department’s procurement experts have independently reviewed the processes undertaken by the MAIB in awarding the contract to recover the Louisa. It is clear from that review that the MAIB’s evaluation team followed the process as set out in the tender document and in a fair and transparent manner. I am therefore satisfied that there are no grounds for the procurement process to be suspended.
This sinking resulted in the deaths of three fishermen and the vessel should be recovered as soon as possible to give the investigation team the strongest possibility of understanding the reasons why this tragic accident occurred.

Work is currently being undertaken by the Ministry of Defence (MOD) to produce a Socio-Economic Report for the Raasay Ranges. This is in addition to the assessment commissioned by the local fishing community. The MOD Report will be completed and made available in advance of the outcome of the Raasay Byelaw Review which is due to be finished later this year.

The Type 92 radar has undergone extensive modifications to the signal processing equipment to bring the radar to TPS-77 standard. This complex work required the manufacture and replacement of safety-critical components and extensive testing, whilst also maintaining operational capability, which has necessitated the deployment of an additional radar whilst the Type 92 was being upgraded - all of which has been carefully managed by the Ministry of Defence and delivered to time and within cost.

It has not been necessary for the Ministry of Defence (MOD) to exercise its rights under the agreement with Storas Uibhist to turn off the turbines. However, the MOD retains its rights, under the agreement, to do so in the interests of air safety should this be deemed necessary.

The Government-funded Emergency Towing Vessel in Scotland provides coverage for both the Northern and Western Isles of Scotland. The Maritime and Coastguard Agency is not aware of any occasions where a casualty vessel in need of a tow around the Western Isles has not been provided with a successful and effective towage service. No ship has grounded or sunk, nor has there been any pollution caused by a lack of an available tow.
The Government will continue to keep the need for a towing capability under review as part of its assessment of spending priorities.

The Marine Accident Investigation Branch is assessing the evidence following the report of an incident involving the fishing vessel Aquarius with five crew on board in the North Minch on 17 March 2015. This assessment has included contacting the skipper of the vessel, as well as the Ministry of Defence, and is still ongoing.

The agreement announced on 18 December 2014 will improve coverage throughout the UK, and we expect the Scottish Islands will see one of the greatest improvements of any area. Under the agreement each mobile network operator (MNO) will provide voice and text coverage to at least 90% of the UK landmass by 2017, and we understand that data coverage will improve in many areas. This will lock in £5bn of investment in UK mobile infrastructure, halving partial not-spots and cutting complete not-spots by two-thirds. The MNOs have now made the agreed coverage obligations legally binding, by requesting that Ofcom vary their spectrum licences on a voluntary basis.

The Department has received no reports of a sonic boom over the Outer-Hebrides on the 29 October 2014. Two RAF Typhoon aircraft were present in the Hebrides area at the time, one went supersonic for operational reasons, but it is not possible to confirm if a sonic boom resulted. Aircraft do not automatically create an audible sonic boom when flying supersonic as it depends on a variety of atmospheric and ground conditions.
