That this House congratulates the Glasgow Times on the occasion of its 150th anniversary; notes that the newspaper was first published on 5 June 1876 and celebrated its 150th anniversary on 5 June 2026; further notes that it was originally published as the Evening Times before being officially rebranded as the Glasgow Times on 4 December 2019; recognises the newspaper’s distinguished contribution to journalism and public life in Glasgow; commends its long-standing tradition of public interest campaigning on behalf of the people and communities of Glasgow; acknowledges its record of highlighting issues of public concern, supporting charitable causes, celebrating community achievement and giving a voice to those whose concerns might otherwise go unheard; further recognises the important role that trusted local newspapers continue to play in strengthening democracy, promoting accountability and fostering community engagement; and extends its best wishes to the Glasgow Times and to its staff, past and present, as they continue their service to the people of Glasgow.

We recognise the cultural and economic value of media, journalism and publishing courses. However, given the fiscal constraints, our approach is to continue to prioritise funding for subjects with the highest delivery costs (and hence Strategic Priorities Grant (SPG) funding) and where there is stronger evidence of current and future skills shortages.
Media, journalism and publishing were subjects that previously attracted lower rates of funding than the science and technology subjects in price groups A & B, with SPG funding representing only a relatively small proportion of their overall funding when fees are taken into account. For 2024/25, the SPG funding rate for these courses was £130.54 per student full time equivalent. This was just over 1% of the total funding for these courses including tuition fees (that are supported by subsidised student loans).
Media, journalism and publishing courses will, like other subjects, benefit from future inflationary increases to tuition fees.

To ask His Majesty's Government what plans they have to raise instances of the use of Pegasus spyware against journalists, foreign politicians and human rights activities with the government of Morocco.
While we do not comment on the use of Pegasus against individuals, to address the risks posed by the proliferation and misuse of commercial cyber intrusion capabilities (CCICs), the UK and France launched the Pall Mall Process in 2024 to promote responsible behaviour across the CCIC market, bringing together states, industry, civil society and academia. In 2025, it launched a voluntary non-binding Code of Practice for States, which set recommendations for governments as regulators, customers and users of these capabilities.
On 21 July 2026, the Process began negotiations on Industry Guidelines to establish voluntary expectations for organisations involved in the development, sale, purchase and use of CCICs. The Process rejects the participation of organisations and entities under international sanctions or similar restrictions.
We have an ongoing Human Rights Dialogue with Morocco, our latest iteration was in November 2025. In our dialogue we discuss a range of issues bilaterally, including freedom of expression, rights of minorities, women's rights, media freedom, and judicial reforms.
