That this House deplores the fact that NWW plc and Tameside MBC have had 12 months to put forward proposals for road access to the Kingswater development; notes that with the public inquiry set for 12th September no approval for a road scheme has been given; notes the secret advice of Tameside's QC for the inquiry that a delay of six months should be sought, so that a firm road scheme could be put forward; deeply regrets Tameside's decision to try and give itself approval for a road scheme with the minimum of public consultation; notes that the proposed road scheme reverses the recommendation of a public inquiry inspector into the proposed M66 from Stockport to Denton; notes that the proposed access scheme will have far reaching implications for traffic levels in Denton and all the way into Manchester on the A57; therefore calls on the Secretary of State for Transport, to set up a public inquiry into the road proposals; and asks the Secretary of State for the Environment to delay the inquiry into the Kingswater development until such time as the road scheme has been determined by a public inquiry.

That this House calls upon North West Water plc to come clean about the costs and expected financial profits of its proposed Kingswater Park development, which it has so far concealed from local residents, shareholders and the Department of the Environment; therefore calls on North West Water plc to publish before the inquiry opens the estimated cost of constructing the development, the cost of providing road access to the site and the cost of buying land and developing a replacement golf course elsewhere, the expected prices that will have to be paid for houses built on the site and the expected rents for floor space in the business park; deeply regrets the intention of North West Water plc to continue with its proposals for a business park at Audenshaw, to be known as the Kingswater development, taking in one of the few remaining open spaces on the East side of Greater Manchester, is delighted that the Secretary of State for the Environment has set up a public inquiry into the proposals; and even at this stage calls on North West Water plc to abandon the proposal and concentrate on providing pure water and a first class sewage disposal system for the people of the North West of England.

That, whereas this House deplores the proposals of North West Water plc to develop land at Audenshaw and Gorton reservoirs, the Kingswater Development, land which has always been open countryside, a lung of fresh air on the East side of Greater Manchester, land hitherto preserved by the water company's predecessors for walking, canoeing, sailing, golf, informal recreation and farming, it calls on the Secretary of State to set up a public inquiry into the proposals because of the size of the total site of over 700 acres on which this development would go and the fact that the proposals are at total variance with the previous plans for the area; believes that there is a need to test the water company's claim that a large number of jobs would be created; and notes that such a development is totally opposed by the local communities in the area of Audenshaw, Gorton and Denton.
