As the Chancellor informed Parliament on 29 July, an internal review of the Department’s capital spend portfolio has been commissioned. The primary aim of the review is to provide strategic advice to the Secretary of State, which may in turn inform decisions on specific projects as part of the multiyear Spending Review. Schemes below are subject to this review and therefore we cannot give any assurances around delivery of these schemes until the Spending Review concludes.

National Highways are due to complete repairs on the Ouse bridge by September 2024 when the temporary speed limit will be lifted, and all lanes opened to traffic in both directions. Whilst there will be some residual work after all the lanes open, it will not impact road users.

The initial scope of the project included the replacement of two half joints on the eastbound carriageway however, following further inspections, National Highways determined that it was necessary to replace all eight joints. Whilst this means works will be ongoing longer than anticipated, it will minimise future disruption to road users and mitigate the risk of any future emergency failures that could lead to the full closure of the bridge.
The programme of works on the M62 Ouse bridge is scheduled to complete by the end of August 2024, at which point the temporary speed limits and lane closures will be removed.

The 30mph speed limit over the bridge is in place due to the reduced lane widths required to accommodate the two lanes in either direction, together with the barrier to segregate the traffic. The limit is in place to ensure the safety of traffic crossing the bridge and the safety of the workforce.
Replacement of the joints on the bridge is anticipated to complete in winter 2023, following which the speed limit and traffic management will be removed.

Following routine investigations that identified a partial failure of a joint on the M62 Ouse Bridge eastbound carriageway, National Highways is currently undertaking further inspections and engaging with specialist providers, designers, and contractors to determine a programme for replacement or repair of the joint.
National Highways’ priority is to develop the right solution for the bridge whilst minimising the impact for road users. The current lane closures are anticipated to be in place into summer 2023. Further detail and progress updates can be found on the scheme page on National Highways’ website.

We are currently considering the Transport Committee’s recommendations contained in its report, Rollout and safety of smart motorways, and their practical applications, and will be providing a formal response in due course.
Contracts have been previously issued for smart motorways projects on the (a) M62 Junctions 20 to 25 and the M40/M42 Interchange, which is treated as one scheme.
Early design and enabling works contracts were awarded in early 2019 for the M62 Junctions 20 to 25 and M40/M42 Interchange, with work commencing late 2019. This included detailed surveys, hard shoulder strengthening and limited site clearance. Full detailed design was awarded on 11 June 2020 followed by full construction works on 23 October 2020 through a package contract to the Smart Motorways Alliance.
Main construction works for the M62 Junctions 20 to 25 is scheduled for January 2023. Main construction works for the M40/42 Interchange commenced in October 2021 with limited vegetation clearance and ecological mitigation for communications cable diversions.

The M62/M606 Chain Bar scheme was included in the first Road Investment Strategy (2015-2020). Subsequently, work on the scheme was paused in October 2017 because it demonstrated low value for money, and therefore no capital funding has been allocated for the remainder of the first Roads Investment Strategy.
The Department is currently making decisions on the content of the second Road Investment Strategy which will include an affordable, deliverable investment plan for 2020 to 2025. We expect to announce final decisions on this strategy in the coming months, on which schemes will be included and their delivery timetables.
That this House notes the 45th anniversary of the M62 bombing which killed 12 people on a coach including a father and mother and their two sons aged five and two; expresses again the most sincere sympathies to the families of those who still grieve and those who were injured; reaffirms absolute condemnation of all people who believe that bombs and bullets are welcome in a democratic process; and calls for a fresh investigation into the atrocity to ensure that the perpetrators are found and face the weight of the judicial system.

When evaluating the scheme, transport related benefits including travel time, operating costs and reliability were taken into account. The Value for Money assessment for the scheme was less than 1, meaning for every £1 invested, there would have been a loss to the UK economy in terms of return.

The Government is upgrading the M62 between Leeds and Manchester to a 4 lane smart motorway to reduce congestion and improve journeys. This is part of the current £15 billion investment in England’s motorways and major ‘A’ roads. The section from Junctions 18 to 20 is expected to complete later this year. Work on the Junctions 20 to 25 section is anticipated to start in 2019/20. As with any road, essential maintenance and repair work is also required from time to time.
Highways England works hard to minimise the impact of major upgrades and maintenance on road users by carrying out work at night, or using narrow lanes to maintain the same capacity through roadworks, wherever it can.

This Government is committing investment to improve the M62 by upgrading to Smart Motorway between Junction 20 and 25. Additional funding was also announced at the Budget (2016) to bring forward the start of works to mid 2019-2020.
Proposals to improve the M62 from post-2020 will be considered as we prepare the second Road Investment Strategy – announced at Budget 2016. As part of the evidence-gathering process, Highways England is revisiting its Route Strategies to examine issues right across England’s motorways and major trunk roads. MPs and stakeholders are encouraged to engage with Highways England throughout this process.

The recent Budget announced that funding had been brought forward to enable Highways England to accelerate the smart motorway investment for the M62 Junction 10 to 12 scheme by two years, and to accelerate delivery of the M62 Junction 20 to 25 smart motorway.
Design development work on these schemes is at the very earliest stage, and as such the analysis of the full economic potential of this investment is still being developed as part of the business case.
