Due to the significant reduction in flying associated with Covid-19, the Met Office will not receive the expected funding for its aviation services through the airline charging mechanism and, in coordination with the Civil Aviation Authority (CAA), is reviewing and prioritising the aviation services it provides. Several options were considered in consultation with CAA and it was decided to not renew the current contract for the Met Office Civil Contingency Aircraft.
Since the UK was last affected by volcanic ash in 2010, a number of significant improvements have been made in ash monitoring and modelling, which will help to improve forecasting in any future eruption scenario. This includes investment by the Government in a UK-wide LIDAR network, providing the capability to detect ash from the ground, and in improved satellite data on ash-cloud and particulate matter. In addition, the Met Office is exploring options for an interim standby aircraft with other European institutions and work has begun on options for a longer-term replacement airborne volcanic ash monitoring capability.
The Met Office works very closely with the Icelandic Meteorological Office to monitor and assess the risk from volcanic activity. All volcanoes in Iceland are currently at colour state green, which means that activity is at normal levels.
To ask the Secretary of State for Digital, Culture, Media and Sport, what assessment his Department has made of the potential effect of 5G on data used in meteorology; and what steps he will take to ensure that 5G does not interfere with weather forecasting.

The Government is committed to creating a policy and regulatory environment which will ensure the right conditions for the development and support the deployment of 5G networks. Within this, DCMS is working closely with Ofcom and BEIS agencies to ensure 5G developments take into account Earth Observation services.
Identification of spectrum bands at global level to support 5G services worldwide will be on the agenda at the upcoming World Radio Conference 2019 (WRC-19). The UK has been actively involved in the work of the international groups ITU (International Telecommunication Union) and CEPT (European Conference of Postal and Telecommunications Administrations) to study the necessary emission limits for 5G to ensure that they meet internationally agreed protection criteria for these satellites.
The current UK 5G deployments use frequencies (3400-3800 MHz) that are not contiguous with or near, in terms of spectrum bands, to those used by weather forecasting and, therefore, would not cause interference.
Government will continue to engage with Ofcom to ensure that any future plans for use of spectrum bands for mobile networks will take into consideration the protection of the weather forecasting bands.
To ask the Secretary of State for Environment, Food and Rural Affairs, what assessment his Department has made of the effect of the introduction 5G services on the accuracy of weather forecast predictions.
To ask the Secretary of State for Environment, Food and Rural Affairs, what assessment his Department has made of the effect of the introduction 5G services on the accuracy of weather forecast predictions.
Defra Digital Data and Technology Services (DDTS) has been tracking, through its emerging technology scanning activity, the recent news on the potential impact of the introduction of 5G services on the accuracy of weather forecast predictions. Defra DDTS has not undertaken any assessment of this potential impact, and is not aware of any such assessment being undertaken within Defra.
The Environment Agency and the Met Office Flood Forecasting Service would be expected to undertake such an assessment, but this service is not within core Defra.
To ask Her Majesty's Government which department is responsible for overseeing weather phenomena during the Caribbean hurricane season.
To ask Her Majesty's Government which department is responsible for overseeing weather phenomena during the Caribbean hurricane season.
The Foreign and Commonwealth Office (FCO) is the lead Department for responding to crises overseas, including natural disasters. The Met Office, as the UK’s National Meteorological Service, monitors weather around the world, including hurricanes in the Caribbean, and provides the FCO and other departments with up to date meteorological advice. This ensures coordinated and timely cross government preparations and response.
To ask the Secretary of State for Business, Innovation and Skills, what assessment he has made of the effect on (a) Government and (b) emergency responders of those organisations receiving different information about the weather in an emergency to that provided by the BBC to the general public.
To ask the Secretary of State for Business, Innovation and Skills, what assessment he has made of the effect on (a) Government and (b) emergency responders of those organisations receiving different information about the weather in an emergency to that provided by the BBC to the general public.
The BBC’s contract with the Met Office is currently due to end in autumn 2016. The Government is putting arrangements in place to enable consistency of information provided about severe weather to emergency responders and that provided by broadcasters.
To ask Her Majesty’s Government, further to the Written Answer by Baroness Northover on 5 March (WA 319), whether they have provided funding in Kenya for meetings between tribal rainmakers and meteorologists; and, if so, how much was spent and what were the outcomes of those meetings.[HL5922]

Before 2010 DFID funded a project to help Kenyan farmers access modern scientific weather forecasts. As part of this project workshops were held between scientists and members of local communities. Total funding for workshops was £24,000. This project ended September 2010.
