Legislation sets out that Ofgem, as the independent regulator, are solely responsible for operating the price cap and set the cap at a level that reflects the underlying costs incurred by an efficient supplier to provide gas and electricity to their customers.
The Government recognises that any price rise is a concern for households. The latest increase in energy bills is driven by increased wholesale energy costs, particularly gas, due to the ongoing situation in the Middle East. This means families and businesses are still experiencing the effects of global fossil fuel markets and is why we are so focused on getting onto clean, homegrown power that we control.
The Government has already intervened to give households breathing space with the cost of living by cutting VAT on electricity bills.
In addition, this Government took an average £150 of costs off bills at the Autumn budget, which will be factored into bills for years to come.

Early Construction Funding (ECF) is a regulatory mechanism established by Ofgem which allows network companies to access a limited proportion of approved project funding before all statutory consents have been secured. Under Ofgem's Accelerated Strategic Transmission Investment (ASTI) guidance, the normal limit for ECF is 20 per cent of project licence costs, although higher levels may be considered by Ofgem in exceptional circumstances. Decisions on the award of ECF are a matter for Ofgem as the independent energy regulator.

Government works closely with the National Energy System Operator (NESO) and Ofgem to support the timely delivery of transmission infrastructure required for achieving our clean power goal. Whilst systems are in place to ensure consistent and up-to-date project data across organisations, NESO and Ofgem have distinct roles and responsibilities separate to DESNZ and it is necessary for them to maintain commercial information to carry out their respective operational and regulatory functions. We continue to work with NESO and Ofgem to improve where appropriate, effective data sharing to support efficient network planning and project delivery.

To ask the Secretary of State for Energy Security and Net Zero, what assessment he has made of the adequacy of Ofgem's compensation guidelines for consumers experiencing disruption or incurring fees as a result of service errors by energy suppliers.
Ofgem’s Guaranteed Standards of Performance (GSOP) framework outlines the minimum levels of performance consumers can expect from suppliers, with automatic compensation provided if these standards are not met. The level of GSOP payments was recently increased in 2025 from £30 to £40 to account for inflation since the £30 payment level was set in 2015.
Ofgem is currently reviewing the GSOP framework to assess their adequacy in line with a wider consultation on consumer outcomes, launched on 23 June.
In addition, on 17 June 2026, the Government published its consultation response outlining measures that will be taken to strengthen the powers of the Energy Ombudsman to ensure consumers receive fairer and faster redress where they have not been able to resolve a dispute with their supplier.

My Ministerial team and I meet with Ofgem regularly to discuss a range of issues, including how the retail market works for vulnerable consumers.
Ofgem require suppliers to identify and support vulnerable domestic consumers’ needs, make it easy for them to update their circumstances, and provide accessible support with tailored, easy-to-understand communications that are specific to their needs so they can engage with suppliers without facing exclusion.
Ofgem’s recent Call for Input on Consumer Outcomes has also signalled a move away from prescriptive regulation to a more outcomes-focused approach, including improving support for vulnerable consumers.
The consultation closes on 22 July 2026, with a final decision expected in early 2027. If this approach is adopted, suppliers would have to operate within these requirements, as they are intended to be sufficiently flexible to accommodate consumers with a wide range of communication and support needs.

As the regulator of heat networks, Ofgem have broad powers relating to price regulation. These include powers to investigate and intervene where heat network prices charged to consumers are disproportionate or unfair.
Under Ofgem’s authorisation regime, heat network operators and suppliers are required to charge consumers fairly and guidance has been published on the application of their fair pricing rules.
Heat networks have until January 2027 to register with Ofgem and supply data, including information about pricing. Ofgem will use this to further inform their approach to pricing rules and guidance.
We will look at all suggestions, including my hon. Friend’s. We do look at cumulative impact in the planning process, and the strategic spatial energy plan will be very important. Members have raised this before. It is very important to understand the concerns of local people when planning where infrastructure is to be built.

In Suffolk Coastal, Europe’s largest energy project is being developed right now, alongside four other nationally significant energy infrastructure projects. Will the Government consider giving Ofgem more power to enforce co-ordination, so that people, communities and the environment do not suffer needlessly when developers are building projects that will drive forward this country’s net zero ambitions?

The current extent of grid constraints reflects years of underinvestment, with new network infrastructure development having lagged the expansion of new generation.
That’s why this Government is delivering the biggest upgrade in Great Britain’s electricity network in decades.
Alongside this, in April the Government set out it’s Reformed National Pricing Delivery plan, which outlines a number of measures the Government is taking to improve system efficiency and reduce the costs associated with network constraints. We are working closely with Ofgem and NESO to deliver these actions.

The affordability crisis is the biggest issue facing families across the country. At the Autumn Budget, the Government committed to taking money off energy bills to tackle the cost of living. The changes made at the Budget are factored into bills for years to come, and without that action the rise in the Price Cap from July would have been significantly larger.
The Government is working closely with Ofgem, energy suppliers and consumer groups to develop a range of interventions to reduce energy debt, and to understand the impacts of different approaches on consumers.
