My hon. Friend will be aware of the impact of the burning of fossil fuels on the state of the ocean, on commercial fisheries and on quotas, so would he recommend that the hon. Member for Croydon, Central (Mr. Pelling) visit the exhibition on oceans and climate change, which is displayed in the Upper Waiting Room? Other hon. Members should also pay a visit—if they have not already done so—while it is on this week to observe the scale of the problem and, indeed, to see some of the very exciting solutions ventured by the Plymouth marine science partnership, which is conducting the exhibition.

Yes, I certainly would recommend that all hon. Members visit the exhibition that is sponsored by my hon. Friend. I understand that my right hon. Friend the Secretary of State is going there at 11.30 this morning. My hon. Friend and the exhibition make very important points about the connection between the health of the marine environment and climate change. Our seas play a crucial role in absorbing CO2 and there is a danger that increasing acidification of the seas will help tip the balance even more severely towards global warming. Some fantastic technological solutions are being developed in my hon. Friend’s Plymouth constituency, which will not only help to mitigate that, but provide solutions to promote absorption of CO2 in the future.

I ask that because the Minister with responsibility for fishing in Northern Ireland refused to give the tie-up aid for the Northern Ireland whitefish fleet. That will mean the decimation, the destruction and disappearance of our whitefish fleet. Is that policy the same throughout the UK?

I am sure that the hon. Gentleman has noted the comments of the representative of the Northern Ireland fishing industry after the December Council. He was full of praise for the agreement that was reached, not least because we managed to achieve a 17 per cent. increase in the quota for prawns for Northern Ireland fishermen. Prawns are their most important economic stock.
Of course there is a future for the whitefish fleet throughout the United Kingdom as long as we ensure that we do not overfish and exploit stocks unsustainably. The hon. Gentleman may have read in the Northern Ireland press this week, if the news was reproduced there, that the Government in the Irish Republic are planning a massive decommissioning scheme for their whitefish fleet in recognition of the problem that I outlined: in the past, our fishing fleet has not always been the right size for exploiting the stock.

I am told today by Dundee’s The Courier that the Conservative Scottish fisheries spokesman, Ted Brocklebank, is so outraged that he is planning his resignation. I suggest that the hon. Gentleman has a word with his Front Benchers.

Speaking as an urban Member, it is important for me to ask questions about fishing policy, though it is very often Members representing ports who ask such questions. Is not 60 per cent. a devastating take? Would we not do better to follow the example of the Norwegians, who manage their Arctic cod stock in the Barents sea in co-operation with the EU and Russia? By having that sense of possession over our own seas while being co-operative with the EU, we could secure more effective management of our fish stock.

Quotas are set for stocks in general and UK fishermen fish outside UK waters in the same way as fishermen from other member states fish inside UK waters. However, approximate estimates of the agreements reached on the stocks that the hon. Gentleman refers to would amount to removal of between 10 per cent. and 60 per cent., depending on the state of the stock. Of those stocks, the UK’s share of the total allowable catch ranges from 4 per cent. for North sea sole to 61 per cent. for west of Scotland plaice.

Mr. Bradshaw: Assessments of plaice stocks around the UK are undertaken by the International Council for the Exploration of the Sea

Mr. Bradshaw: Ongoing research and analysis on various aspects of the operation of the cod recovery programme, as undertaken by
CEFAS, has been incorporated directly into this year's ICES advice process. The Fisheries Science Partnership has undertaken
specific work on the level of bycatch and discards linked to the use of particular mesh sizes in the Eastern Irish Sea trawl
fisheries. A full report on this work is expected later this year.

Mr. Bradshaw: I have met representatives of the Fleetwood fishing industry on several occasions this year. They expressed concerns
that the EU days at sea scheme did not allow them sufficient days to use their preferred 100mm plus nets to target plaice and were
therefore forced to use smaller mesh nets (which attracted a higher number of days) and thus increase their catches of undersized
and juvenile fish. My officials explained that the scheme did, in fact, allow them to continue with their normal fishing patterns
and offered to provide individual guidance, where required, to the fishermen concerned--which was subsequently taken up. Separately,
we are discussing with the commission potential improvements to the operation of the scheme for the benefit of fishermen generally.

Mr. Gordon Prentice: To ask the Secretary of State for Environment, Food and Rural Affairs when, at the rate of depletion in 2000,
stocks of (a) cod, (b) herring, (c) mackerel and (d) plaice will be fished out in (i) UK and (ii) EU waters; and if she will make a

Mr. Morley: It is not possible or meaningful to answer the question in the terms asked. Stock levels in future years will depend, in
part, on the abundance of future broods of young fish not yet spawned. Also, the stocks are subject to a range of management
measures aimed at restoring them, although the outcome of these measures cannot be precisely predicted at present, the assumption
underlying the question that these measures will have no effect is not a reasonable hypothesis.
Rather than the rate of depletion of stocks, the indicators used for the state of fish stocks are, for each stock, the spawning
stock biomass and the level of fishing mortality. Where these indicators fall below the precautionary benchmarks established by
scientists, the scientific advice is that action should be taken to raise them to within safe biological limits. The recovery plans
already in place for northern hake and for cod in the North sea, Irish sea and west of Scotland and now proposed by the commission
for further stocks, together with the decisions taken by the Council of Ministers to set TACs and quotas for 2002 in line with
scientific advice, are aimed at reversing decline in fish stocks where it is occurring and is of concern, rather than allowing it to
continue.

Mr. Morley: A "Gentlemen's Agreement" has been reached with Belgium, Ireland and the Netherlands-- welcomed by the UK industry--on
the withdrawal of beam trawlers until 1 May from the northern part of the Irish sea closed to protect spawning cod. In the context
of arriving at that agreement, the UK undertook to transfer 190 tonnes of North Sea plaice and 5 tonnes of sole in ICES Areas VIId
and VIIfg to the Belgian authorities for them to allocate.
This transfer was in recognition of the goodwill shown by the Belgians, who have substantial flatfish quotas in the Irish sea, in
reaching agreement with us and of our on-going co-operation with them in matters of quota management including assistance with quota
transfer to ourselves. The transfer was not the subject of prior consultation with the industry but it came from stocks that were
underfished in 1999, particularly North sea plaice where the underfish exceeded 10,000 tonnes.
No British fisherman will suffer a reduction in fishing opportunities as a result of this arrangements. 50 tonnes of North sea sole
obtained through economic link license conditions has also been allocated to the inshore sector.

Mr. Morley: I represented the United Kingdom at a meeting of the EU Fisheries Council in Brussels on 16-17 December, together with
Mr. John Home Robertson, Deputy Minister for Rural Affairs in the Scottish Executive and Mrs. Brid Rodgers, the Northern Ireland
Minister for Agriculture and Rural Development, the first Minister from the newly devolved administration to attend an EU Council.
The Council agreed by qualified majority, with France voting against, the total allowable catches (TACs) and quotas to apply in 2000
in Community waters and for Community vessels fishing in waters where catch limitations apply. Details of the final TACs are given
in the following table.
Following from the advice of fisheries scientists in the International Council for the Exploration of the Sea (ICES), the Commission
had initially proposed substantial cuts in many TACs, reflecting the poor state of some stocks, reduced recruitment to them or the
need to bring fishing effort back to levels which will help to sustain the future availability of stocks. Working on the basis of
the scientific advice but using some of the precautionary management options identified by the scientists, we were able to secure
smaller cuts than originally proposed for a number of TACs including nephrops in Area VII, anglers (monk fish) in West of Scotland,
the North Sea and in Area VII, and in some flat fish TACs. As a result, at the end of the negotiations, the total UK quotas agreed
were some 95,000 tonnes higher in cod equivalent tonnes than in the Commission proposals. This increase reduces the estimated loss
of quota value to the industry in 2000 from £70 million to £40 million.
Recognising the need to take steps to promote the recovery of the badly depleted cod stock in the Irish Sea, we were able to secure
a Council and Commission commitment to introduce a recovery programme, after consultation with a new regional group made up of
fishermen, scientists, and administrators involved in this fishery. The Commission will for the first time use the emergency
conservation powers available to it to bring forward measures closing those areas in the Irish Sea in which spawning cod congregate
from February to April 2000, as a way of protecting the stock. This commitment to an EU recovery programme, which followed intensive
preparatory discussions between us, the Irish and the Commission, sets an important precedent for regional co-operation under the
Common Fisheries Policy and the involvement of the industry in management decisions on stock recovery.
The Council also agreed on the closure from 1 January 2000 of the sandeel fishery off the Firth of Forth in the interests of
protecting seabirds dependent on sandeels. This measure which is in line with scientific advice resulted from close co-operation
between us, Denmark and the Commission.
The Council further agreed not to reduce in 2000 the minimum landing size for plaice to 22 cm. As a result, I am pleased to confirm
that this will remain at 27 cm.
I successfully invoked the Hague Preference on all those stocks where it was in our overall interest to do so.
The Regulation on TACs and Quotas adopted by the Council incorporates for the first time in a single Regulation the outcome of all
the Community's international fisheries arrangements for 2000 between the Community and Norway, Faroes, Greenland and Iceland, and
under the North West Atlantic Fisheries Organisation and the North East Atlantic Fisheries Commission.
The Council also adopted unanimously, with Portugal abstaining, the Regulation applying control measures for Community vessels in
2000 required under the North East Atlantic Fisheries Organisation arrangements.
Commissioner Fischler confirmed that he would be meeting the Moroccan Minister of Fisheries on 20 December to initiate negotiations
on a new fisheries agreement between the EU and Morocco. He also made brief presentations on a Commission report on regional
meetings, which will become available and be considered from January 2000, and the Commission's proposals for further amendment of
the Technical Conservation Regulation, which includes provision for a three year closure of the Firth of Forth sandeel fishery.
