To ask the Secretary of State for Transport, what steps she is taking to help increase the availability of driving tests at Preston test centre.
To ask the Secretary of State for Transport, what steps she is taking to help increase the availability of driving tests at Preston test centre.
The Driver and Vehicle Standards Agency’s (DVSA) main priority is upholding road safety standards while it works hard to reduce car practical driving test waiting times. The agency is intensifying its efforts to reduce waiting times and improve access to driving tests that will break down barriers to opportunity as part of the government’s Plan for Change.
In the coming months, DVSA will:
- Change the booking service to allow only learner car drivers to book and manage their tests
- Introduce a limit on the number of times a learner car driver can move or swap a test to twice and also limit the area they can move a test to once booked.
- Make use of MOD driving examiners for up to 12 months to help tackle driving test waiting times.
DVSA is continuing with recruitment campaigns across the country, including for Preston driving test centre, to provide as many tests as possible. One new entrant driving examiner is currently awaiting checks and will be placed on a training course as soon as possible. An additional new entrant driving examiner is currently undertaking training, upon successful completion, the new entrant will be joining Preston from February.
A full-time driving examiner can be expected to add approximately 1,200 tests per year to the booking system.

Ofgem was first made aware of concerns with insulation issues in Fishwick in 2013 and they engaged with the energy supplier responsible to secure remediation.
Since then, National Energy Action (NEA) have led remediation schemes to support residents but we understand that there are still homes needing remediation. DESNZ has been in contact with NEA.
ECO4 / GBIS non-compliance issues were alerted to DESNZ in October 2024. Since that date thousands of additional audits have taken place and any issues are being fixed. We have offered an audit to all homes fitted with EWI under these schemes.

We are aware of unresolved issues with external wall insulation in Fishwick under the Community Energy Savings Programme (a supplier obligation based scheme)
The Department will continue to update the House on energy efficiency schemes, including the publication of relevant analysis.

Fylde Council’s business case found there was some potential to increase frequency. Economic benefits were assessed as part of the study, which also recommended further development of infrastructure options including electrification. It is now for the Local Transport Authority to decide if this project should go forward.

Network Rail manages the UK’s railway infrastructure, and the Office of Rail and Roal (ORR) oversees delivery. Government has committed to continue record levels of investment, providing £44.1bn across the five-year control period spanning 2019 to 2024.
This funding settlement is determined through a Periodic Review process led by the ORR. The last Periodic Review concluded in March 2024. The objectives for this control period include maintaining and improving rail infrastructure assets to help support a more reliable railway for passengers.

The Secretary of State met Avanti West Coast (AWC) in January to discuss plans to address industrial action. The Rail Minister also met AWC and Network Rail bosses in January to challenge poor performance and demand immediate action to deliver urgent improvements. While the performance of AWC is improving, it is still not good enough, with too many cancellations and delays. Poor Network Rail infrastructure reliability has also contributed significantly to the disruption felt by passengers.

As part of steps taken through our Tackling Violence Against Women and Girls Strategy and Tackling Domestic Abuse Plan, we are tackling perpetrators and supporting victims.
We have provided funding to the Lancashire PCC to roll out the Drive Project, which focuses on the most serious domestic abuse offenders to prevent them from abusing again, and funded Preston based Saraha to provide bilingual, comprehensive, face-to-face support service for women from black and minority ethnic backgrounds who are victims of domestic abuse.
Nationally, we have invested £9.4 million to develop a New Operation Model for the investigation of rape through Operation Soteria. This ensures investigations are suspect based. All police forces in England and Wales are now implementing this new approach to rape investigations and we have provided £8.5m in 2023/24 to continue to support policing to improve their response to rape.
Through the Safer Streets and Safety of Women at Night Funds, we have invested over £150 million to deliver interventions to tackle violence against women, anti-social behaviour and neighbourhood crime.
This includes just over £3.4m for Lancashire, of which £146,568 has been awarded to Preston City Council to fund interventions such as the installation of CCTV, the deployment of taxi stewards and night-time economy sector training, along with improvements to accommodation for services assisting women at risk and recovery services for victims of sexual violence.
Since 2019, the Home Office has provided over £8m for a Violence Reduction Unit (VRU) in Lancashire. VRUs bring together local partners to understand and tackle the drivers of serious violence in their area, including sexual abuse and domestic abuse.

Ministers, DfT and Rail North Partnership Officials regularly meet with the senior management of Network Rail and train operators to review performance, including at Preston. We continue to hold operators to account for matters within their control and will continue to use all contractual levers to drive the best outcomes for passengers. The Department will continue to work collaboratively with train operating companies and Network Rail to ensure a high performing railway contributes to growth and local economies.

HMCTS has put in place temporary arrangements for hearings to take place at Preston and other locations in Lancashire, until the new state-of-the-art courthouse in Blackpool opens in 2026.
These arrangements will enable us to continue to offer effective access to justice, with the overwhelming majority of users being able to travel to Preston and other locations in Lancashire in accordance with our established definition of a reasonable journey. This includes being able to leave at 07:30 to attend court on time, using public transport if necessary.
Should court users anticipate difficulty in travelling to a site within these parameters they are advised to contact their legal representatives or the court at the earliest opportunity, so that the need for alternative arrangements can be considered. This will be assessed on a case-by-case basis and can include varying the start or end times of hearings, subject to judicial approval.
