To ask the Secretary of State for Environment, Food and Rural Affairs, whether methods of animal slaughter have featured in trade negotiations with the European Union.
The Government is working to strengthen its broader economic relationship with the European Union, including through negotiations on an expansive Sanitary and Phytosanitary (SPS) Agreement to make agrifood trade with our biggest market cheaper and easier, reducing barriers for British producers and retailers.
Final details of the full scope of the agreement are subject to negotiations, however, we expect the agreement to include regulations on animal welfare at the time of killing, as published on GOV.UK on 9 March 2026.
Defra cannot comment on the details of these discussions while they are ongoing.

Legislation requires that all animals must be stunned before slaughter to make them unconscious and insensible to pain. The only exception to this is when animals are slaughtered in accordance with religious rites, for the food of Muslims and Jews. The government encourages the highest standards of animal welfare at slaughter and would prefer all animals to be stunned before slaughter, but we respect the rights of Jews and Muslims to eat meat prepared in accordance with their religious beliefs.

Since 2018 all slaughterhouses in England have been required to have CCTV recording in areas where live animals are present. As an important complement to physical observation by Official Veterinarians, CCTV helps maintain and improve animal welfare standards in slaughterhouses and provides assurance to consumers that this is the case. No assessment has been made of the use of artificial intelligence to review CCTV footage.

Food safety is non-negotiable. Vets and Meat Hygiene Inspectors carry out essential work every day that protects public health, upholds animal welfare, and underpins the £11.3 billion meat industry. The ruling does not challenge the principle of inspection charging. We know businesses will want clarity on what this will ultimately mean in practice, the FSA will provide further information as quickly as the legal process allows.
Defra engages regularly with other government departments and stakeholders across the farming, food and abattoir sector on matters within the Department’s remit.
