My officials routinely have conversations with the Rail Delivery Group (RDG) and I can confirm that the RDG is in discussion with relevant technology suppliers. No implementation timetable is yet agreed and no further details are available at this time.

We are fully committed to putting fans first by ending the scourge of industrial-scale ticket touting and protecting consumers on the secondary ticketing market. We announced legislative plans in the King’s Speech briefing to prohibit the resale of a live events ticket for more than the original cost. This will mean that ticket touting will no longer be a profitable business in the UK, whilst still allowing genuine fans to safely resell tickets for events they can no longer attend.
We will publish the draft bill in this session of parliament for pre-legislative scrutiny by the Culture, Media and Sport Select Committee, with the support of the Business and Trade Committee, to ensure that the legislation is effective, enforceable and future-proof.

UK law provides protections for passengers who are denied boarding as a result of overbooking. This includes a choice between reimbursement and re-routing, the provision of care and assistance such as meals and accommodation where required, and compensation.
As the UK aviation industry operates almost entirely in the private sector, decisions on ticket sales practices are generally a commercial matter for individual airlines. Airlines may oversell flights for a number of reasons, including to account for passengers who do not travel as booked or where operational circumstances require the use of a smaller aircraft than originally planned.

The government has considered the relationship between ticket fraud and activity in the secondary ticketing market as part of its work on secondary ticketing reform on which the government made a clear manifesto commitment to strengthen protection for fans.
The government takes all forms of fraud seriously and is committed to working with law enforcement, industry and regulators to prevent fraud, pursue offenders and protect victims. We will continue to work with law enforcement and industry to raise awareness of how fans can protect themselves. Incidents of fraud should be reported to Report Fraud on 0300 123 2040 or through its website at: www.reportfraud.police.uk.

Our forthcoming legislation on ticket touting (Draft Ticket Tout Ban Bill) aims to improve access for fans to all live events across the UK, including in Scotland.
We're delighted Glasgow will be hosting matches as part of UEFA EURO 2028 and are working closely with the Scottish Government and other football and government partners to deliver a fantastic event. UEFA has also confirmed that there will be no dynamic pricing, more than 40% of tickets will be offered in the most affordable categories, and over 80% of all tickets will be available to fans of the participating teams and the general public.

The Department expects operators to consider the impact on passengers when proposing changes to retailing arrangements. These may include changes to ticket office opening hours, ticket machine provision, or the availability of products and services such as railcards and discounted tickets. Where operators propose changes to regulated ticket office hours, they must follow the relevant requirements set out in the Ticketing and Settlement Agreement and have regard to the Secretary of State's guidance when proposing changes.
In considering changes, operators are expected to ensure that passengers continue to have access to tickets, information and support, including railcards and discounted tickets, through alternative retail channels.

The Department engages regularly with Train Operating Companies on ticket retailing provision. Decisions on ticket retailing arrangements are a matter for operators. Where changes are being considered, operators are expected to consider the impacts on passengers, including any potential effects on queuing times, and ensure that appropriate facilities remain available at peak times.
