Under EU Regulation 2024/1157, the EU is restricting exports of ‘green list’ waste, including end-of-life tyres, to non-OECD countries from 21 May 2027. Non-OECD countries will, however, be able to apply to the European Commission for an exemption from this restriction. An initial list of exempt non-OECD countries is expected to be published by the European Commission by 21 December 2026. It is, therefore, not possible to assess the impact this will have on the UK market for end-of-life tyres or the risk that the UK is used to bypass these restrictions at this time.

As of 10 June 2026, the Environment Agency (EA) has 66 receiving sites in India that it has assessed as suitable to receive waste tyres. There are shipments beyond 16 weeks for 20 of these sites. For these shipments, the EA has received information explaining the delays.

To ask the Secretary of State for Environment, Food and Rural Affairs, what criteria were used by the Environment Agency to assess the 50 approved recovery sites for end-of-life tyres in India; and whether those criteria applied the principles of Environmentally Sound Management as defined under the Basel Convention.
The criteria include having the relevant permits, authorisations and contracts in place to move and process waste tyres. Approved recovery sites must have the Indian tyres extended producer responsibility registration. Evidence of these is assessed on a site-by-site basis.
These requirements align with the Basel Convention Environmentally Sound Management guidance.

Government is engaging with the Indian authorities, including the Indian Ministry of Environment, Forest, and Climate Change, to confirm their legal position on the regulatory controls that apply for the import of end-of-life tyres to India. We continue to work with our Indian counterparts to ensure that waste, including end of life tyres, is recovered and recycled in compliance with the relevant regulations.

The Environment Agency received post-shipment information for 2,503 of 3,315 shipments. This amendment to the total is because of shipments being initially reported which were out of scope. All of the 812 late submissions have been followed up with the exporter.
1,059 of the 2,503 shipments have not supplied geo-tagged photos, but have provided alternative evidence to demonstrate that material had been correctly received.

The Environment Agency’s (EA) data is maintained as a rolling operational dataset. The EA is currently unable to identify how many of the shipments that were non-compliant in this period are now compliant. Collating it within the time available would incur disproportionate cost as each shipment would have to be checked manually.

To ask the Secretary of State for Work and Pensions, whether his Department has had discussions with Motability Operations Ltd on the potential safety implications of changes to tyre replacement limits under the Motability Scheme.
Responsibility for the terms and administration of the Scheme sits with Motability Foundation and its Board of Governors. The Department for Work and Pensions meets quarterly with Motability Foundation, to discuss the Scheme’s operation.
The changes to the leasing package were announced on 26 March and includes a reduction in the number of replacement tyres. This affects new orders made after 1 July 2026. The change is designed to cover what most people need and if a customer reaches their tyre limit, Motability Operations will explain their options clearly, helping them to stay mobile.
Motability understand this will affect customers differently, and are keeping these changes under review.

To ask His Majesty's Government what assessment they have made of the importance for road safety of encouraging road users to select tyres carefully and fit them correctly, and to pay special attention to maintaining the rear axle of vehicles.
Maintaining tyres in good condition and ensuring they are appropriate for the vehicle, including across the same axle, is important for road safety. The MOT test includes checks to ensure that tyres are in a safe condition, are suitable for the vehicle, and are compatible across an axle. This includes consideration of tyre size and fitment to ensure they are not obviously unsuitable for use. However, it is not a substitute for proper maintenance and correct tyre selection by the user.

Following a reconciliation process, the Environment Agency confirms that 3,277 Annex VII forms were submitted at least 3 days prior to shipment between 28 October 2025 and 2 February 2026. This minor amendment results from shipments being initially reported which were out of scope.
Of the 3,277 shipments, 1,398 exceeded the 16-week deadline (30 March 2026) to provide post-shipment information.
Of these 1398 shipments, the Environment Agency has:
- received 820 post-shipment Annex VII forms that consist of:
- 287 complete post-shipment Annex VII forms with geotagged evidence demonstrating the shipment arrived at the intended recovery facility in India
- 533 post-shipment Annex VII forms that are considered non-compliant to varying extents because of missing, incomplete or incorrect information including issues with geotagging. The Environment Agency has followed up on each of these with further compliance and enforcement activity
- followed up on all of the 548 shipments that still have information pending after the 16-week deadline. This can include serving prohibition notice, issuing a warning or requesting further information.
