The FCDO regularly engages with key partners including the Global Fund, UNITAID, UNAIDS and grassroots organisation the Robert Carr Fund, as part of our ongoing commitment to the HIV response and advocacy for sexual and reproductive health and rights, including for vulnerable groups. This includes through our Board representation, bilateral dialogue and programmatic funding.

The UK remains committed to a strong UNAIDS and we are fully engaged in the UNAIDS Programme Coordinating Board which recently agreed the new Global Aids Strategy 2021-2026. Our partnership with UNAIDS contributes to our goal to end preventable deaths of mothers, new-born babies and children and to ensuring access to services for marginalised and vulnerable groups. Future funding to UNAIDS, beyond our current commitments, will be determined as part of departmental business planning in line with departmental allocations announced in last year's Spending Review.

At the UN High Level Meeting on HIV and AIDS earlier in 2021, the UK worked with others to fight hard for a progressive and ambitious Political Declaration, to ensure the highest level of commitment to deliver the UNAIDS Global AIDS Strategy 2021-26 so the world has the best chance of meeting the 2030 goal to end the AIDS pandemic.
The UK continues to support the global AIDS response with major investments such as to the WHO and the Global Fund. These UK investments support countries to help implement actions under the political declaration to prevent new HIV infections and stop AIDS related deaths.

The UK provides funding to UNAIDS to support its leadership role in the HIV response. Through our programme partnership agreement, the UK assesses the work of UNAIDS against agreed indicators including furthering innovation in the response. The new Global AIDS strategy 2021-2016 clearly articulates the importance of leveraging the potential of data, science, research and innovation to guide the HIV response.

The seismic impact of the pandemic on the UK economy has forced us to make tough but necessary decisions, including temporarily reducing the amount we spend on foreign aid. The UK will remain a major investor in the global health institutions and continue to support stronger health systems worldwide.
The UK's aid budget has been allocated in accordance with our key strategic priorities, after a cross-government review of how we spend ODA. The Foreign Secretary has agreed he will focus our investment and expertise where the UK can make the most difference and achieve maximum impact. We are now working with partners to help them assess and manage the impact of UK funding reductions on individual programmes. In the meantime, let me reassure you that the UK remains a proud partner to UNAIDS and looks forward to a successful High Level Meeting on HIV and AIDS in June that will reinvigorate the global response and galvanise commitment to delivering the new Global AIDS Strategy 2021-2026.

The UK is a long-standing, committed supporter of UNAIDS which plays a vital role in tackling HIV/ Aids around the world. In 21/22 the UK will provide £2.5 million to UNAIDS. As with all the FCDO's ODA programmes, we will be working closely with UNAIDS to ensure the UK's funding is used for maximum impact on health outcomes.

In 2019 following a review by the Independent Expert Panel, the governing body of UNAIDS, of which the UK is a member, approved a Management Action Plan (MAP) to tackle harassment, including sexual harassment, bullying and abuse of power in UNAIDS. Full implementation of the MAP is a condition of DFID’s Performance Agreement with UNAIDS. 50% of DFID’s annual funding to UNAIDS depends on successful implementation of the Performance Agreement. The UK remains committed to driving up safeguarding standards across the aid sector. We have been clear that organisations have a duty of care to staff and must always protect people. The UK has a zero tolerance approach to harassment, including sexual harassment, bullying and abuse of power in any organisation.

The UK has been a driving force in tackling this issue, galvanising the sector to put in place the vital initiatives needed to finally rid it of those who seek to tarnish its reputation. We have been very clear that we will not tolerate practices which do not reach the highest standards in relation to tackling harassment, including sexual harassment, bullying and abuse of power. The UK expects the current Executive Director to step down. This is vital to signal a strong response to this critical issue within and beyond the organisation.
The UK’s next scheduled payment to UNAIDS is not due until later in the year. We will assess progress in implementation of the Panel’s recommendations as part of our regular review of funding.
