The government does not intend for messaging services to be included in social media companies being banned from offering services to under 16s. This is to support children staying in touch with family, friends and communities. Final details of restrictions will be set out in regulations.

This includes uploading messages concerning substantive government business to HMG servers.
Technical arrangements for backing up messages from corporate mobile devices will vary across departments, but departments must ensure that government information is managed in line with the relevant legislation.
The forthcoming Independent Review into the use of non-corporate communications channels in Government will be examining this aspect of individual and departmental record-keeping, as well as all other elements of non-corporate communications use.

GTR will introduce WhatsApp as a customer support channel, in phases over summer and autumn 2026.
This will happen via a 1 to 1 chat function, providing customer relations support and broadcast messaging to improve real time information delivery.

The Ministry of Justice's Information Management Policy explains that non-corporate communication channels such as WhatsApp 'must not be used unless absolutely necessary'.
